About this opportunity

The 409th Supply Chain Management Squadron at Robins Air Force Base, Georgia, is seeking sources for depot-level repair and overhaul of eight C-5 Moving Island Actuator NSNs for a potential future competitive procurement, with responses due November 28, 2026. Repair is restricted to approved sources under Repair Source Maintenance Code "C," which requires engineering source approval by the design control activity, AFLCMC/WLSEAB (C-5 Galaxy Division). No set-aside is used, and both large and small businesses are encouraged to respond. This is a market research notice, not a solicitation. The government attached the Source Qualification Statement, and applicants bear all pre-qualification costs. No companies are currently pre-approved for waiver. Sam Stahl of AFLCMC/WLSEA is the listed point of contact.

Pre-qualification requires an ISO 9001-certified quality plan, an overhaul process plan conforming to USAF overhaul manual 9H2-4-185-3, performance of at least 80% of repair workload in-house, and demonstrated experience repairing similar critical aircraft parts on large commercial or military transport aircraft. If a bidder has not repaired the item within five years, first article testing applies, and failed testing revokes pre-qualification. The Air Force may deny qualification to bidders with prior quality problems on similar deliveries.

The performance work statement describes a one-year basic contract period for overhaul, functional testing, and inspection at the contractor's facility, with repaired assets tested to OEM Acceptance Test Procedures. Thresholds include at least 80% of repaired assets passing initial inspection, no more than one failure per month, no more than five Product Quality Deficiency Reports per quarter, and no more than five late deliveries per contract year. Compliance obligations include CMMC Level 1 or higher, NIST SP 800-171 cybersecurity protections within a Supply Chain Risk Management plan, IUID marking, and CAV-AF reporting within 24 hours of receipt.

Notice text

This is a Sources Sought Synopsis (SSS) for market research purposes only and is not a request for proposal, request for quotation, or an invitation for bid. The 409th Supply Chain Management Squadron at Robins Air Force Base is seeking to identify potential sources with the technical expertise, qualifications, and capabilities necessary to provide repair and overhaul services for C-5 Moving Island Actuators.

Due to the critical flight safety nature of these components, the repair effort is restricted to approved sources. The government has attached the approved Source Qualification Statement (SQS) to this notice to allow potential alternative sources the maximum amount of time to review the technical requirements and initiate the qualification process. The Government is seeking to determine the market's ability to supply these repair services and to identify interested and qualified sources for a potential future competitive procurement. Both large and small businesses are encouraged to respond.
