About this file

This is a Source Pre-Qualification Requirements document issued by the Air Force Life Cycle Management Center (AFLCMC) for C-5 Galaxy aircraft Moving Island Actuators. The document establishes minimum qualification requirements for potential bidders seeking to repair eight variants of Moving Island Actuators identified by National Stock Numbers (NSNs) ranging from 1680-01-185-7485 to 1680-01-0521-8826. The Government Point of Contact is Sam Stahl, AFLCMC/WLSEA, located at Robins Air Force Base, Georgia.

Potential bidders must satisfy comprehensive qualification requirements including: submission of detailed company capabilities and facility layout with machinery, fixtures, tooling, and test equipment inventories; demonstration of prior experience repairing similar critical aircraft parts on large commercial or military transport aircraft, supported by contract documentation, agency information, contract values, asset shipment quantities, and comparative drawings; implementation of an ISO 9001-certified quality plan; submission of a detailed overhaul process plan conforming to USAF overhaul manual 9H2-4-185-3 that addresses material traceability, source identification for materials and tooling, alternate tooling justification, process deviations from the manual, and outsourced process qualifications; performance of a minimum of eighty percent of repair workload in-house; and compliance with first article testing requirements if the bidder has not previously repaired the item within five years, with failed testing resulting in pre-qualification revocation. The Air Force reserves the right to deny qualification to bidders with prior quality problems on similar deliveries. All pre-qualification costs are borne by the applicant, and no companies are currently pre-approved for waiver of this process.

SOURCE PRE-QUALIFICATION REQUIREMENTS

RMSC C: The part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique engineering skills, and repair knowledge by the qualified source(s) require repair of the part by the approved source(s). The approved source(s) retain repair knowledge, or technical data that are not economically available to the government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant government engineering activity, AFLCMC/WLSEAB (C-5 Galaxy Division).

SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION

REQUIREMENT

The C-5 moving island actuators position the slat moving islands over the engine pylons in tandem with extension and retraction.

C-5 moving island actuators repair requires strict control of processes to ensure proper functioning and full design life on aircraft. Special equipment is required to perform this repair.

Failure of C-5 Flap moving island actuators could place the aircraft and crew in an extremely hazardous situation due to restrictions in slat movement as well as damage to critical components in the surrounding area. This could lead to asymmetrical conditions between slats or dramatically reduced operating envelope. Flight safety histories indicate that aircrew task saturation as a result of component failures dramatically increases the risk of an aircraft mishap if they occur in critical phases of flight. If this failure occurs under these conditions there is a risk of loss of life and/or aircraft.

SECTION C: QUALIFICATION REQUIREMENTS

Source approval information: Listed below are the minimum requirements necessary to become a qualified bidder on the equipment listed above in Section A

a) Potential bidders shall provide a summary of the company’s capabilities, including a detailed facility layout, a list of the machinery, fixtures, tooling and test and inspection equipment.

b) Potential bidders shall demonstrate the ability and have experience in repair of same or similar critical aircraft parts, which are currently in use on a large commercial or military transport aircraft. Potential bidders shall provide the following information on the similar items:

1. Contract Number

2. Procuring Agency

3. Contract Value

4. Number of assets shipped

5. Drawings and pictures of similar assets from various angles with written explanation of why the parts are similar

6. Testing requirements

7. Testing capabilities and demonstrate passing results with repaired items

c) Potential bidders shall provide a detailed quality plan implementing ISO 9001 (or equivalent).

Evidence of an independent, 3rd party certification quantity program that satisfies ISO 9001 requirements may be submitted in lieu of the actual quality plan.

d) Potential bidders shall provide a detailed overhaul process plan within the context of USAF overhaul manual 9H2-4-185-3 describing repair, inspection and testing procedures and shall provide for:

1. Traceability of batch/lot for repaired material and the certifications that said material meets all heat treatment, composition, and finish requirements as stated on the drawing

2. Identification of material, plating, and painting sources. Sources for raw materials shall be documented for each type of material incorporated in the assembly. No material, plating or painting waivers will be granted.

3. Identification of sources for required tooling and test equipment identified in T.O. 9H2- 4-185-3 Table 2-1 and Table 2-2 respectively.

4. Identification of any requested alternate tooling/test equipment for evaluation of suitability, to include specifications, drawings and/or specification sheets as applicable and written justification of why the tooling/test equipment meets or exceeds the capabilities of the tooling within the USAF overhaul manual.

5. Identification of any process where the potential bidder wishes to deviate from the USAF overhaul manual with a detailed, written justification detailing why the alternate process is equivalent or superior to those within the USAF overhaul manual.

6. Identification of sources and qualifications for potential outsourced processes.

e) Potential bidders shall perform a minimum of 80% of the repair workload in-house

f) Once qualified, bidders shall be subject to first article testing if they have not previously repaired this item within the last five years. If first article testing is failed, pre-qualification may be revoked.

g) This qualification process shall be waived for the companies listed below who are already qualified:

(None at this time)

h) The Air Force may not qualify potential bidders who have had quality problems when delivering similar or identical items to the government. Potential bidders who have produced similar items for the commercial market shall also be considered for qualification and shall provide commercial brochures and at least five (5) references with phone numbers.

SECTION D: ESTIMATE OF THE TEST AND EVALUATION COSTS

Not applicable. All costs related to pre-qualification shall be paid by the applicant.

SECTION E: GOVERNMENT CONTRACT

The Government Point of Contact for the technical requirements specified for qualification is Sam Stahl, AFLCMC/WLSEA, 235 Byron Street Suite 19A, Robins AFB, GA 31098.
