About this file

This is a Sources Sought Synopsis (SSS) for market research purposes issued by the 409th Supply Chain Management Squadron at Robins Air Force Base. The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking to identify potential sources capable of providing repair and overhaul services for C-5 Moving Island Actuators. Due to the critical flight safety nature of these components, repair services are restricted to approved sources only. The government has provided an approved Source Qualification Statement (SQS) to allow potential alternative sources adequate time to review technical requirements and initiate the qualification process. Both large and small businesses are encouraged to respond.

The requirement encompasses repair services for eight Moving Island Actuator configurations across four National Stock Numbers and corresponding part numbers, including left and right outboard and inboard actuators in both legacy and current versions (NSNs: 1680-01-185-7485, 1680-01-522-2388, 1680-01-179-8076, 1680-01-521-8824, 1680-01-181-5670, 1680-01-521-8823, 1680-01-180-0262, and 1680-01-521-8826). This effort is designated as Repair Source Maintenance Code (RMSC) "C," requiring engineering source approval by the design control activity (AFLCMC/WLSEAB, C-5 Galaxy Division) to maintain part quality. This is a pre-solicitation notice intended to assess market capability and identify qualified sources for potential future competitive procurement; no response date, award date, or pricing information is provided in this market research document.

SOURCES SOUGHT SYNOPSIS

C-5 Moving Island Actuators—Emergency Repair Organization: 409th Supply Chain Management Squadron, Mechanical Section (409 SCMS/GUMA) Air Force Sustainment Center Robins Air Force Base, Georgia

NOTICE

This is a Sources Sought Notice and market-research tool only. This notice is not a solicitation, request for proposal, request for quotation, invitation for bid, or commitment by the Government to award a contract.

The Government is conducting this market research to identify potential sources that may possess the expertise, capabilities, experience, repair data, special tooling, and qualifications necessary to meet the requirements for repair and overhaul of C-5 Moving Island Actuators for use by United States Air Force (USAF) personnel.

The level of security clearance and extent of foreign participation associated with this requirement have not been determined.

Participation in this market research does not ensure participation in a future solicitation or contract award. The Government will not reimburse respondents for any costs or expenses associated with responding to this notice or participating in this market survey.

Both large and small businesses are encouraged to respond. Joint ventures and teaming arrangements are encouraged.

PURPOSE AND REQUIREMENT DESCRIPTION

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience necessary to meet qualification requirements for C-5 Moving Island Actuators.

C-5 Moving Island Actuators are part of the aircraft secondary flight-control system and control the moving-island section of the slats. The moving islands provide aerodynamic sealing when the slats are retracted and move out of the way when the slats are extended.

The C-5 Moving Island Actuators position the slat moving islands over the engine pylons in tandem with slat extension and retraction. The items are critical to the function of the C-5 aircraft slat system.

Repair and overhaul require strict control of processes to ensure proper functioning and full design life on the aircraft. Special equipment and tooling identified in the applicable USAF overhaul manual are required to perform this repair.

Failure of C-5 Moving Island Actuators could place the aircraft and crew in an extremely hazardous situation due to restrictions in slat movement and damage to critical surrounding components. Such failure could result in asymmetrical slat conditions or a significantly reduced operating envelope. Component failures during critical phases of flight may increase aircrew task saturation and the risk of aircraft mishap. Failure under these conditions could result in loss of life and/or aircraft.

SOURCE PRE-QUALIFICATION REQUIREMENTS

Repair Source Maintenance Code (RMSC) C The part requires engineering source approval by the design control activity to maintain part quality. Existing unique engineering skills and repair knowledge held by qualified source(s) require repair of the part by approved source(s). Approved sources(s) retain repair knowledge or technical data that are not economically available to the Government, and that data or knowledge is essential to maintaining the quality of the part.

An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity, AFLCMC/WLSEAB (C-5 Galaxy Division).

SECTION B — JUSTIFICATION FOR ESTABLISHING A QUALIFICATION REQUIREMENT

C-5 Moving Island Actuator repair requires strict control of processes to ensure proper functioning and full design life on the aircraft. Special equipment is required to perform this repair.

The parts identified in Section A are critical to the function of the C-5 aircraft slat system. Failure of a C-5 Moving Island Actuator could create restrictions in slat movement, damage critical components in the surrounding area, create asymmetrical conditions between slats, or significantly reduce the aircraft operating envelope.

Because an actuator failure could occur during critical phases of flight, it may increase aircrew task saturation and the risk of an aircraft mishap. Such failure could result in loss of life and/or aircraft.

SECTION C — QUALIFICATION REQUIREMENTS

Potential bidders seeking qualification shall provide the following minimum information:

a. Company Capability Provide a summary of the company’s capabilities, including:

· Detailed facility layout;

· List of machinery;

· Fixtures;

· Tooling;

· Test equipment; and

· Inspection equipment.

b. Relevant Repair Experience Potential bidders shall demonstrate the ability and experience to repair the same or similar critical aircraft parts currently in use on a large commercial or military transport aircraft.

For each similar item, provide the following:

1. Contract number;

2. Procuring agency;

3. Contract value;

4. Number of assets shipped;

5. Drawings and photographs of similar assets from multiple angles, with a written explanation describing why the items are similar;

6. Testing requirements; and

7. Testing capabilities and evidence of successful test results for repaired items.

c. Quality Plan Potential bidders shall provide a detailed quality plan implementing International Organization for Standardization (ISO) 9001 or an equivalent standard.

Evidence of an independent third party-certified quality program that meets ISO 9001 requirements may be submitted in lieu of the full quality plan.

d. Overhaul Process Plan Potential bidders shall provide a detailed overhaul process plan within the context of USAF Overhaul Manual 9H2-4-185-3. The plan shall describe repair, inspection, and testing procedures and address the following:

1. Traceability of batch/lot repaired material and certifications demonstrating that material meets all heat-treatment, composition, and finish requirements stated on the drawing;
