About this opportunity
The United States Air Force, AFLCMC/PZIB at Wright-Patterson AFB, is conducting market research to identify potential sources for a Scanning Electron Microscope (SEM-EDS) system for the Aerospace Fuels Laboratory at Cape Canaveral Space Force Station. The required equipment must meet specific technical specifications including a magnification of at least 100,000x, resolution of 14 nm or better, solid-state high brightness source, automatic image adjustment functions, backscatter and secondary electron detectors, and the ability to accommodate large samples while meeting ISO 16232 standards for technical cleanliness applications. Interested firms must submit capabilities packages demonstrating their ability to provide the required equipment, including installation, setup, qualification, onsite training, and a computer system with necessary software and licenses. The government will evaluate responses based on firms' demonstrated capability to meet stated requirements, with particular attention to socio-economic status classifications and foreign ownership considerations. All capabilities packages must be received by 1:00 PM ET on Tuesday, July 22, 2025, via email to the designated contracting officers with the specific subject line "Sources Sought - Scanning Electron Microscope."
The acquisition is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a business size standard of 1,000 employees, and no set-aside designation has been determined yet, though the government reserves the right to consider a small business set-aside based on responses received. The sources sought notice does not identify any incumbent contractors or current service providers for this specific requirement. While no budget range or award value is disclosed in the notice, this appears to be for a single SEM-EDS system with associated services rather than multiple units. The contractor must demonstrate they directly employ qualified staff for installation, training, and troubleshooting, with delivery subject to commercial vehicle inspection procedures at Cape Canaveral Space Force Station. The initial agreement period is specified as one year, and the system must be configured for standard 120V single-phase electricity with a total pump down time under 60 seconds. Respondents must also address potential subcontracting arrangements and compliance with applicable limitations on subcontracting rules and the Non-Manufacturer Rule.
