About this file

The document is a Statement of Work (SOW) for a Scanning Electron Microscope (SEM-EDS) System with Automation, required by the Aerospace Fuels Laboratory at Cape Canaveral Space Force Station. The SOW specifies detailed technical requirements for a desktop SEM system, including a magnification of at least 100,000x, resolution of 14 nm or better, solid-state high brightness source, automatic image adjustment functions, backscatter and secondary electron detectors, customizable accelerating voltage, color optical microscope, elemental mapping software, and the ability to accommodate large samples.

The contractor must provide installation, setup, qualification, onsite training, a computer system with necessary software and licenses, and meet ISO 16232 standards for technical cleanliness applications. The system must not require liquid nitrogen, have a total pump down time under 60 seconds, and be configured for standard 120V single-phase electricity. The agreement is for one year, and vendors must demonstrate they directly employ staff qualified to install, train, and troubleshoot the SEM-EDS system. Delivery of the system will be subject to commercial vehicle inspection procedures at the Cape Canaveral Space Force Station.

STATEMENT OF WORK

Scanning Electron Microscope

16 MAY 2025

The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for one SEM-EDS System with Automation. This is a requirement to support the launch mission of Cape Canaveral Space Force Station.

I. SCOPE

1. The Contractor shall provide:

a. A desktop SEM in accordance with the minimum technical requirements.

b. A filter insert capable of holding at least four 47 mm filters

c. Installation, setup, and qualification of the provided system

d. Onsite instrument and software familiarization and operation training

e. A computer system with a monitor, keyboard, mouse, and all necessary software and licenses to operate the system and view its data

f. Software for automation and reporting of results to ISO 16232 for technical cleanliness applications

2. Due to the technical nature of the requested product, vendors must demonstrate they directly employ staff qualified to install, provide training, and troubleshoot the SEM-EDS system.

II. MINIMUM TECHNICAL REQUIREMENTS

1. SEM suitable for a standard sized desktop including all necessary components for plug and play, and configured for standard 120V single phase, 60Hz electricity

2. Must meet the requirements of ISO 16232 and generate automated reports

3. Must be capable of automated analysis unattended

4. Magnification to a minimum of 100,000x

5. Solid state high brightness source (e.g. CeB6 or LaB6) with long life – the source must last at least 1500 hours of use

6. Resolution of 14 nm or better

7. Automatic image adjustment functions: Autofocus, Auto-brightness, and auto-contrast

8. Backscatter detector, fully integrated with the software

9. Must include secondary electron detector fully integrated with the software

10. Customizable accelerating voltage from 5 kV and 20 kV

11. Color optical microscope with the same point of view as the detector

12. Interactive relationship between optical and electron image

13. Be able to accommodate large samples with a minimum 95 mm × 95 mm sample, and must be able to accommodate standard 47 mm filters

14. Backing pump for turbomolecular pump

15. Total pump down time from air to SEM image <60 seconds

16. Include computer/monitor/mouse/keyboard loaded with all software necessary to operate the instrument.

17. System must not require liquid nitrogen

18. Must include elemental mapping software for the Energy Dispersive Spectrometer, providing elemental information over the sample

19. Include onsite training for method development and operation

Note: A copy of ISO 16232 may be obtained through the ISO website at https://www.iso.org/

III. DELIVERY PROCEDURES COMMERCIAL VEHICLES

1. All vehicles larger than a large pick-up truck are required to be inspected by the Cape Canaveral Space Force Station Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.

2. The inspection will be conducted at Pass and ID facility off FL-401. Hours of operation are Monday – Friday, 0800-1500

3. Vehicles to be inspected include, but are not limited to, the following:

a. Step van/panel truck

b. Tractor/trailer, box and flatbed containing cargo

c. Tanker trucks

d. Box trucks

e. Tour buses

f. Garbage/recycled waste trucks https://www.iso.org/

g. Concrete trucks/mixers, dump trucks

h. Cranes, recreational vehicles, petroleum tanker

4. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.).

5. Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.

IV. TERMS OF AGREEMENT

1. One (1) year agreement
