About this opportunity

The Department of Veterans Affairs is conducting a sources-sought market research effort to lease approximately 4,365 to 5,381 rentable square feet of space in an existing building in Saipan, CNMI for use as a Community Based Outpatient Clinic (CBOC), with responses due by 5:00 p.m. HST on June 29, 2026.

The space must be on one contiguous floor within a defined geographic area bounded by Commercial Port Avenue (north), Navy Hill Road (east), Garapan Street (south), and Coral Tree Avenue (west). Minimum room requirements include four medical exam rooms with sinks, three offices, two restrooms, and a staff break room. VA requires ten onsite parking spaces and will accept only as-built configurations that are not bifurcated, do not contain atriums or interrupting areas, and avoid extremely long or narrow configurations. The facility must comply with federal and local fire safety, accessibility, seismic, and sustainability standards; be located outside FEMA 100-year flood plains; have proper zoning; include potable water provision by the property owner; and exclude any apartments or living quarters in the same building.

Lease terms are ten years with a five-year firm period, though VA reserves the right to negotiate alternative structures. Anticipated tenant improvement cost is less than $25,000. VA makes monthly rental payments in arrears and may elect lump-sum or amortized payments for improvements.

Responses must address property owner contact information, building address, site and floor plans with ABOA square footage, evidence of compliance or upgrade willingness regarding seismic, fire, and sustainability standards, FEMA maps, proximity to public transportation and planned development, and current utility availability. SDVOSB and VOSB firms registered with SBA's VetCert program are particularly encouraged; all respondents must submit capabilities statements demonstrating federal healthcare facility lease experience and financing capability documentation within the last 120 days of the due date.
