About this opportunity

The Department of Veterans Affairs, specifically Veterans Integrated Service Network 21, is conducting market research to identify potential vendors for HUD-VASH Housing Support Specialist Services at the San Francisco VA Health Care System. The procurement seeks vendors capable of providing 24/7/365 on-site housing support services for previously unhoused Veterans, with a focus on Service-Disabled Veteran-Owned, Veteran-Owned, and other Small Businesses. Key contract requirements include maintaining a minimum of three contract staff, conducting daily Veteran wellness checks, monitoring building access, and supporting Veteran integration using a Housing-First and harm reduction approach. While this is currently a sources sought synopsis and not a formal solicitation, vendors are encouraged to submit capability statements demonstrating experience with HUD-VASH services, staffing plans, and pricing information. Responses must be submitted via email to Austin Mitts by April 11, 2025, at 12:00 PM PST, with the subject line "SAM - HUD-VASH Housing Support Specialists".

The sources sought notice does not indicate a specific set-aside, allowing broad small business participation. The contract is structured for a five-year performance period, beginning approximately October 1, 2025, and ending September 30, 2030, with services to be provided at 250 Kearny St. in San Francisco County, California. Staff requirements include a minimum of three personnel: a ground floor monitor, an upper floors monitor, and an on-site Housing Support Services Supervisor, each requiring at least a high school diploma and understanding of mental health and substance abuse issues. The solicitation (Number 36C26125Q0428) emphasizes collaborative service delivery, requiring contractors to work in partnership with local non-profit and private grantees. While specific award values are not detailed in the documents, the comprehensive service requirements suggest a complex and potentially significant contract scope focused on providing permanent supportive housing for Veterans.
