About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 has issued a Special Notice regarding the cancellation of solicitation 36C26125Q0579 for HUD-VASH Housing Support Specialist Services at the San Francisco VA Health Care System. The solicitation, which was posted and due on October 7, 2025, has been determined non-awardable due to several critical procurement issues. The agency identified problems with the Performance Work Statement being overly restrictive by limiting services exclusively to 250 Kearny Street, where the incumbent vendor holds the master lease. Additional concerns included potential disruptions to continuity of care and the appearance that the requirements were tailored to favor the existing contractor, raising unfair competition issues.

The purpose of this cancellation is to ensure a fair and transparent procurement process by addressing the restrictive nature of the original solicitation. The VA plans to issue a new solicitation that will revise the Performance Work Statement to allow flexibility in service location, enabling other vendors to propose viable alternatives if the current site is unavailable. This revision aims to eliminate the competitive disadvantage faced by potential contractors who would otherwise need to secure and operationalize entirely new facilities. The Special Notice does not specify new deadlines or eligibility criteria, as these will be established in the forthcoming revised solicitation. The opportunity falls under NAICS code 624229 for Other Community Housing Services and relates to the HUD-VASH program, which provides housing assistance for homeless veterans. Interested parties are directed to contact Austin.Mitts@va.gov for additional information regarding the upcoming revised procurement.

Notice text

We regret to inform you that solicitation 36C26125Q0579, titled [G099 HUD-VASH Housing Support Specialist Services at SFVAHCS], has been reviewed and determined to be non-awardable due to several critical issues: 1. The Performance Work Statement (PWS) was found to be overly restrictive, limiting services to be held exclusively at 250 Kearny Street. 2. The incumbent holds the master lease for the current service location, making it difficult for other vendors to take over without significant disruptions. 3. Concerns were raised about the feasibility and continuity of care if another vendor were awarded the contract, as they would need to secure and operationalize a new site. 4. The PWS appeared tailored to favor the incumbent, raising concerns about unfair competition. To ensure a fair and transparent procurement process, this solicitation will be canceled. A new solicitation will be issued, revising the PWS to allow flexibility in the service location, thus enabling other vendors to propose viable alternatives if the current site is not available. We apologize for any inconvenience this may cause and appreciate your understanding. Should you have any questions or require further information, please do not hesitate to contact me at Austin.Mitts@va.gov.
