About this opportunity

The Department of Homeland Security's Federal Emergency Management Agency (FEMA) is conducting market research to identify qualified contractors for rebuilding and balancing 25 ceiling-mounted fan powered HVAC boxes at the VSAB-1 building in Denton, Texas. The project focuses on enhancing energy efficiency and temperature control by installing high-efficiency motors, removing pneumatic controllers, rebuilding balancing dampers, and integrating units into the existing Metasys system. Contractors interested in this opportunity must submit a capability statement with past performance examples, complete a facilities access form, and respond to specific questions by May 1, 2025, at 11:00 AM CST. A mandatory site visit is scheduled for April 25, 2025, at 10:15 AM CST, with contractors required to submit their facilities access form by April 23, 2025, at 2:00 PM CST. The evaluation will likely consider the contractor's ability to perform in Denton, Texas, SAM.gov registration, employee background check capabilities, and potential improvements to the Statement of Objectives.

The pre-solicitation notice does not indicate any specific set-aside designations for this contract opportunity. The project involves 25 MFI Intermittent fan units with 277-volt motors across various duct sizes, including 2 6-inch, 3 8-inch, 11 10-inch, 8 12-inch, and 1 14-inch units. The Period of Performance is 44 days from the award date, with a one-year warranty on parts and labor required. The NAICS code for this procurement is 333415 (Air-Conditioning and Warm Air Heating Equipment Manufacturing), which suggests the scope is specifically focused on HVAC equipment manufacturing and installation. Contractors will need to comply with FEMA's Build America, Buy America Act requirements and be prepared to report any hazardous materials encountered during the project. While no specific budget range is provided, the comprehensive nature of the rebuild suggests a significant investment in upgrading the HVAC infrastructure at the VSAB-1 facility.
