About this opportunity
The Department of the Army, through Mission and Installation Contracting Command, anticipates a firm-fixed-price requirement for contractor-furnished temporary backup generator and transformer lease and sustainment at Winn Army Community Hospital, Fort Stewart, Georgia, and is conducting sources-sought market research with responses due November 12, 2026. No set-aside is used. The equipment will support the hospital chiller plant during planned or unplanned power outages. Required services include equipment lease or rental, transition or installation as required, testing and commissioning, 24/7 operational readiness, preventive and corrective maintenance, monitoring, emergency response, and removal and decommissioning at performance end. The Government has not determined whether existing temporary-power equipment will be available to a successor contractor. Respondents should address their ability to sustain an existing system, if lawfully made available, and to provide a replacement system if necessary.
The draft Performance Work Statement, attached for market research and subject to revision, specifies automatic load transfer within 10 seconds of simulated utility power loss, acknowledgment of fault notifications within one hour, on-site technician presence within four hours, and fuel sufficient for 72 hours at 75% load. It also requires a Quality Control Plan within 10 days of award, a decommissioning plan 60 days before contract end, and annual SAM Service Contract Reporting by October 31. Key personnel include a Contract Manager and Alternate Contract Manager with five years of government contract management experience, and lead technicians with manufacturer certification and three years of commercial standby power experience.
The Government requests input on commercial solutions, transition approach, equipment availability, schedule, pricing structure, and small-business capability. Respondents are encouraged to identify requirements that may unnecessarily restrict competition and to recommend commercially reasonable alternatives. This notice is not a solicitation or commitment to award. The requirement is coded NAICS 532490 and PSC W099.
