About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, issued a sources-sought notice and request for information on October 18, 2026, for market research on a Progressive Design-Build project to install standby generator and backup power systems at Red River Army Depot in New Boston, Texas, with capability statements due November 13, 2026 at 4:00 P.M. CDT. This procurement will operate under Other Transaction Authority (OTA) pursuant to 10 U.S.C. 2808a, outside the Federal Acquisition Regulation (FAR) framework. The project scope includes engineering, procurement, and construction of a 1,300 kW generator, two 500 kW generators, a 3,000 kVA step-up transformer, and 15 kV switchgear to provide 100% standby power to Building 493 (Rubber Operations), Building M495 (fluidized bed), and associated compressor services. The system will operate as a closed-transition Distributed Infrastructure configuration coordinated with AEP/SWEPCO, designed for a minimum 40-year lifespan per DoD Unified Facilities Criteria (UFC 1-200-02). The Construction Cost Limitation is $4,800,000 to $5,127,000, with a programmed Project Authorization of $5,700,000. The Government will execute this as a two-phase acquisition: Phase 1 (Design and Preconstruction Services) employs qualifications-based selection with negotiated fees, targeted for award in April 2027; Phase 2 (Final Design and Construction) will be negotiated at approximately 65% design maturity with a Guaranteed Maximum Price, with an off-ramp clause permitting separate construction procurement if negotiations fail. Construction is projected to require 540 calendar days following Phase 2 notice to proceed. Technical questions must be submitted through ProjNet by November 9, 2026 at 10:00 A.M. CDT. An Industry Day will be scheduled with details published subsequently on SAM.gov. NAICS 238210; PSC 6115.
