About this opportunity

The Department of the Army Corps of Engineers, National Capitol Region Humphreys Engineer Center Support Activity, through UMSB Contracting, intends to solicit a Firm Fixed Price contract for rental of load bank equipment in support of the 249th Engineer Battalion (249th EN BAT), with market survey responses due November 9, 2026. This is a sources sought synopsis for preliminary planning only, with no proposals requested or accepted, and the notice carries No Set-Aside Used. Performance runs December 3 through December 9, 2026 under NAICS 532490, with equipment operational by December 4 and removed from the Camp Upshur training area, Marine Corps Base Quantico (MCBQ), before 1500 on December 9.

The requirement is a trailer-mounted 1.25 MW load bank that operates continuously at 4160V, sustains at least 1.0 MW for 96 hours, and connects to the 3.2 MW Deployable Power Generation and Distribution System (DPGDS) through a Primary Switching Center using a dead break connection. The contractor furnishes the load bank, a 3750 KVA transformer (4160V-480V, if needed), interconnecting cables, four 15 kV 50-foot medium voltage cables with 600A dead break connectors, freight delivery and pickup from MCBQ, setup and takedown from 0800 to 1700 on December 3 and December 9, and a subject matter expert for on-site support during 24-hour operations. Security requirements include antiterrorism/operations security review compliance, ENG Form 6055, DD Form 254, and MCBQ access approval. Contractor and subcontractor labor hours must be reported to ECMRA no later than October 31 each calendar year.

Interested firms respond with a questionnaire covering point of contact details, CAGE code, SAM UEI, small business and socio-economic status, NAICS code, comments on the draft Statement of Work, and a summary of capability to deliver, install, and support the equipment. Questions should go to CPT Peter Battung, Battalion S4 OIC.
