About this opportunity

The Department of the Army Corps of Engineers Engineering District New York has issued a Special Notice seeking sources for Best Access brand lock cylinders and cores for Camp Buckner Phase 4. This is a brand name market research announcement set aside for small businesses, with responses due by October 24, 2025. The requirement specifically calls for Best Door Locks Notification System components that will be installed in interior and exterior doors throughout the facility. The locks must be compatible with the existing Best Access brand interchangeable core and master keying system currently used across all United States Military Academy facilities. This compatibility requirement ensures that Command Access maintains a single master key system for operational and maintenance purposes throughout the entire facility network.

The primary purpose of this Special Notice is to notify potential contractors of the government's intent to solicit brand name components under FAR 6.302-1(c) while simultaneously identifying vendors who can provide equivalent alternatives to the specified Best Access products. Contractors wishing to propose alternative sources must submit responses with supporting technical data within 15 calendar days of the announcement to demonstrate compatibility with the existing master keying system. The opportunity is restricted to small businesses under the total small business set-aside designation. Vendors must prove their proposed alternatives can integrate seamlessly with the Command's current security infrastructure across all United States Military Academy facilities. This notice serves as market research only and explicitly states that no contract award will result directly from this announcement, indicating that a formal solicitation will follow based on the responses received.
