About this opportunity
The Air Force Test Center seeks acoustic sound testing services at Edwards AFB and Nellis AFB under a single-award IDIQ contract with a 5-year ordering period, with quotes due June 30 at 9 AM Pacific Time. This is a 100% small business set-aside, foreclosing competition outside that category.
Place of performance spans Building 1040 (first and second floors) and Building 1020 at Edwards AFB, California, and Building 1733 at Nellis AFB, Nevada. The government estimates approximately 754 acoustic test points over the 5-year period, categorized as 132 ceiling/floor assemblies, 394 wall/vertical partition assemblies, and 228 door/aperture assemblies. Testing must confirm Noise Isolation Class (NIC) scores meet a minimum of 45 for amplified voice in Sensitive Compartmented Information Facility (SCIF) secure areas at ICD/ICS 705 Secure Area Boundary locations. Work must be completed within 180 calendar days of contract award for the initial task order. The contractor must provide all testing equipment, including Type 1 sound level meters, and comply with UFC 3-450-01, UFC 4-010-05, ASTM E336, and ASTM E413 standards.
All contractor personnel must be U.S. citizens subject to criminal background checks, base access via AFMC Form 496, Real ID Act compliance, Antiterrorism Awareness Level I training and Operations Security training within 30 days of work initiation, and Common Access Card requirements where applicable. Standard operating hours are 7:30 AM to 4:30 PM Monday through Friday, excluding federal holidays.
The solicitation uses a best-value tradeoff evaluation methodology with past performance weighted as most important, technical capability second, and price least important but must be fair and reasonable. Proposals are limited to 10 pages each in two separate volumes (Technical and Price). Past Performance Questionnaires are due June 26. Service Contract Labor Standards apply, with prevailing wage rates of $23.33 base + $6.76 fringe for Clark County (Nevada) and $25.85 base + $7.50 fringe for Kern County (California). NAICS code is 541380 with a $19,000,000 size standard. The contracting officer is Paola Diaz (527-3750).
