About this file
This is a Memorandum for Record documenting updates to a Statement of Work for solicitation FA930226Q0031 regarding acoustic and sound transmission testing services at Edwards Air Force Base, California and Nellis Air Force Base, Nevada.
The Government estimates approximately 754 acoustic test points will be required over a 5-year period of performance, categorized as follows: 132 Ceiling/Floor Assemblies, 394 Wall/Vertical Partition Assemblies, and 228 Door/Aperture Assemblies. The contractor must conduct sound testing for amplified voice at specific locations designated by the Government, with exact quantities and test point locations finalized and authorized through individual Task Orders. The contractor shall provide unit pricing per test point for each partition category, with actual quantities billed reflecting authorized tests performed. The Statement of Work establishes protocols for acoustic test failures, requiring immediate notification to the designated Government Representative if any acoustic or sound transmission test (such as STC or NIC ratings) yields failing results or fails to meet specified performance thresholds. Upon failure notification, the Government team is afforded the opportunity to implement real-time field mitigations and corrective actions while the contractor's testing personnel remain mobilized on-site. The contractor must accommodate Government mitigation efforts by pivoting to test other scheduled, unaffected locations, or pause testing operations for a mutually agreed-upon duration if no alternative locations are available. Once field mitigation is complete, the contractor shall conduct a retest of the modified assembly to verify compliance prior to concluding on-site operations and demobilizing, with schedule allowances for mitigations and concurrent retests factored into initial site visit planning to prevent the need for separate remobilization trips.
