About this file

This document contains two evaluation rating scales for assessing acoustic testing service proposals for Department of Defense (DoD) and Sensitive Compartmented Information Facility (SCIF) environments.

The Past Performance Confidence Assessment Rating Scale evaluates offerors based on recency (within 5 years), relevance (acoustic testing in DoD/SCIFs of comparable size), and quality of past work. Five adjectival ratings are provided: Substantial Confidence (extensive experience with highly positive evaluations and zero schedule/reporting issues); Satisfactory Confidence (adequate experience with mostly positive evaluations and only minor, resolved issues); Neutral Confidence (no recent/relevant performance record available); Limited Confidence (low expectation of success due to lack of relevance or documented testing accuracy, schedule, or reporting issues); and No Confidence (significant negative performance including inability to meet testing standards or severe schedule failures).

The Technical Capability Evaluation Rating Scale assesses proposals against five technical criteria: Test Methodology, Staffing & Certifications, Equipment & Instrumentation, Data Analysis & Reporting, and Standards Compliance (UFC/ASTM). Five adjectival ratings are provided: Outstanding (exceptional approach meeting all requirements with highly qualified certified staff, calibrated Type 1 instruments, and deep familiarity with DoD and ASTM standards); Good (thorough approach meeting all requirements with qualified staff and adequate instrumentation); Acceptable (adequate approach meeting minimum requirements but lacking extensive detail beyond baseline); Marginal (insufficient detail in one or more criteria with high risk of unsuccessful performance); and Unacceptable (deficiencies demonstrating lack of understanding of secure DoD acoustic testing environments with unacceptable performance risk).

Past Performance Confidence Assessment Rating Scale

This scale evaluates the Recency (within 5 years), Relevance (acoustic testing in DoD/SCIFs of comparable size), and Quality of the offeror's past work.

Adjectival Rating

Definition

Substantial Confidence

Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort. The offeror demonstrated extensive experience conducting acoustic testing in DoD/SCIF facilities of similar scope, with highly positive quality evaluations and zero schedule/reporting issues.

Satisfactory Confidence

Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

The offeror demonstrated adequate experience in similar acoustic testing environments within the past five years, with mostly positive evaluations and only minor, resolved performance or schedule issues.

Neutral Confidence

No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on past performance.

Limited Confidence

Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort. Past projects lacked relevance (e.g., non-secure, small-scale testing) or the offeror had documented issues with testing accuracy, schedule delays, or reporting quality within the past five years.

No Confidence

Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

The offeror demonstrated significant negative performance, such as inability to meet testing standards or severe failure to adhere to schedules in past contracts.

 Technical Capability Evaluation Rating Scale

This scale evaluates the quote against your five technical criteria: Test Methodology, Staffing & Certifications, Equipment & Instrumentation, Data Analysis & Reporting, and Standards Compliance

(UFC/ASTM).

Adjectival Rating

Definition

Outstanding Quote meets all requirements and indicates an exceptional approach and understanding of the requirements. The methodology thoroughly covers all test points; staffing features highly qualified, certified acoustical experts; equipment explicitly includes calibrated Type 1 instruments; and the approach demonstrates deep familiarity with all cited DoD (UFC) and industry (ASTM) standards. Risk of unsuccessful performance is very low.

Good Quote meets all requirements and indicates a thorough approach and understanding of the requirements. The proposal clearly outlines acoustic testing methodologies, presents qualified staff with DoD protocol familiarity, adequate instrumentation, and clear compliance with reporting and UFC/ASTM standards.

Risk of unsuccessful performance is low.

Acceptable Quote meets the minimum requirements and indicates an adequate approach and understanding of the requirements. Methodology, staffing, equipment, and standards compliance are sufficient to meet the Statement of Work, but lack extensive detail or specialized acoustic/SCIF expertise beyond the baseline. Risk of unsuccessful performance is no worse than moderate.

Marginal Quote does not clearly meet the minimum requirements or lacks sufficient detail in one or more criteria (e.g., vague test methodology, unclear staffing certifications, unverified equipment standards, or lack of explicit adherence to UFC/ASTM guidelines). Risk of unsuccessful performance is high.

Unacceptable Quote does not meet the requirements and contains one or more deficiencies. The proposal demonstrates a lack of understanding of acoustic testing in a secure DoD environment, fails to propose appropriate instrumentation (e.g., Type 1 meters), or ignores required UFC and ASTM compliance standards. Risk of unsuccessful performance is unacceptable.
