About this file

This is a Questions and Answers document addressing contractor inquiries regarding testing quantities and pricing for a federal contract involving sound testing for amplified voice systems at multiple Air Force locations.

The primary issue raised by contractors concerns the estimated number of wall/floor-ceiling assemblies and testing points required at four locations: Building 1733 at Nellis AFB, and Buildings 1020, 1030, and 1040 at Edwards AFB. The government response provides specific details for the first Task Order only: Edwards Air Force Base, Building 1040 (1st and 2nd floors), with approximately 155 estimated test points including some ceiling/floor testing. The government acknowledges that the Statement of Work indicates specific testing points will be provided by Task Order rather than defined upfront, and notes that attached drawings are notional and non-binding. For future requirements under the 5-year IDIQ contract, the government states that additional requirements are not yet defined and the service will be utilized on an "as-needed" basis. The exact number of test points for future work remains unknown due to ongoing renovations and upgrades to the EWG compound's secure spaces. The document does not address the other three buildings or provide floor plans with SCIF boundaries as requested by contractors seeking to develop fixed fee proposals.

Text version

1. One of our subcontractors requested clarification regarding the estimated number of assemblies/testing points required for each location. The Statement of Work notes that specific testing points will be provided by Task Order, but does not identify an estimated quantity. To support accurate pricing, could you please provide the estimated number of wall/floor-ceiling assemblies or testing locations anticipated for:

• Building 1733 – Nellis AFB

• Building 1020 – Edwards AFB

• Building 1030 – Edwards AFB

• Building 1040 – Edwards AFB

Any estimated range or historical quantity would be greatly appreciated.

2. We reviewed the documentation but cannot find how many assemblies across the SCIF boundaries are required for testing. We do see this note:

The total quantity of tests will have a great influence on the total time on site, post-processing of data, and report generation. What is the quantity of tests for both Edwards AFB (3 buildings) and Nellis AFB (1 building)?

3. We see that the proposal requests fixed fees for testing; however, in order to develop these fees, we would need enough information to determine the approximate number of tests that would be required for each building. Do you have that information available? Or, alternatively, are you able to provide floor plans with the SCIF boundary in question to allow us to approximate the number of tests required for each building?

Answer to Questions 1-3:

First Task Order (TO) Details:

• Location: Edwards, Building 1040 (1st and 2nd floors).

• Estimated Test Points: Approximately 155 (this includes some ceiling/floor testing).

• Note: The attached drawings are notional and non-binding.

Future IDIQ Requirements:

• Additional requirements are not yet defined. This service will be utilized on an "as-needed" basis throughout the 5-year duration of the IDIQ.

• The EWG compound is currently undergoing renovations and upgrades to its secure spaces. Therefore, the exact number of test points for future requirements remains unknown at this time.
