About this opportunity
The Department of the Air Force Materiel Command seeks design and construction of a new 7,900-foot high-pressure waterline, associated tanks, pumping systems, and SCADA controls at Kirtland Air Force Base in Albuquerque, New Mexico, with proposals due September 17, 2026. This is a 100% small business set-aside with a mandatory site visit on September 3, 2026 at 1:00 PM MST.
Place of performance is Albuquerque, NM (Kirtland AFB, southeast side). The scope includes an 8-inch Class 350 Ductile Iron Pipe waterline with cement-mortar lining running 7,900 feet from Pump Station 2 to the Starfire Optical Range (SOR) and High Energy Research and Test Facility (HERTF) reservoirs; a new 15,000-gallon welded steel tank with booster pumps at Pump Station 2; a new 5,000-gallon welded steel tank with pre-packaged triplex pump station at SOR; isolation butterfly valves, altitude control valves, backflow prevention assemblies, smart water meters, and SCADA system integration with leak detection; and a portable electric hoist for pump maintenance. All work must comply with UFC, AWWA, NFPA, NEC, and IBC standards. Hydrostatic pressure testing at 1.5 times normal operating pressure and disinfection per AWWA C651/C652 are mandatory prior to service.
The contractor must provide a Professional Engineer licensed in New Mexico with five years' water utility design experience, a superintendent with five years' relevant experience including OSHA 30-Hour training and federal quality control experience, a project manager with five years' federal construction management experience, and an on-site construction inspector. All contractor personnel requiring access to the restricted SOR facility must be U.S. citizens with two forms of government-issued photo identification and mandatory OPSEC awareness training. Security access and UXO awareness training are required for work south of Hardin Boulevard.
Performance runs 361 calendar days from Notice to Proceed, with liquidated damages at $3,285.51 per calendar day for delays. Design must be delivered in three phases (50%, 95%, 100%) with 21-calendar-day government review periods; construction must commence within 361 days of award. Evaluation prioritizes technical proposal (five pages addressing contractor organization, design team qualifications, management approach, and site-build coordination) at 60%, past performance (ten-page narrative demonstrating minimum three construction and three design projects at approximately 70% complete within the last three years, with preference for Albuquerque Bernalillo County Water Utility Authority experience) at significant weight, and price at 40%. Award will be made to the lowest-priced technically acceptable offeror with acceptable past performance. Mandatory attendance at the site visit is limited to two representatives per company. Funds are not presently available; no award will be made until funding is secured. Davis-Bacon prevailing wage rates apply. CMMC Level 2 minimum certification is required. Attendance at the September 3 site visit requires submission of full names, dates of birth, and citizenship of attendees no later than close of business August 28, 2026 to Abigail Crespin (abigail.crespin@us.af.mil) and TSgt Hillarie Johnson (hillarie.johnson@us.af.mil).
