About this file
This document is a Consolidated Questions and Answers (Q&A) file for a federal construction contract to repair the SOR (Secure Operations Facility) waterline at Kirtland Air Force Base (KAFB), New Mexico. The solicitation number is FA940126R0023, issued by the 377th Contracting Division Construction Branch with Contracting Officer Abigail Crespin.
The project involves designing and constructing approximately 7,900 feet of new 8-inch DIP (Ductile Iron Pipe) transmission waterline, a 5,000-gallon above-ground storage tank at SOR, a booster pump station (PS2) with a 15,000-gallon tank, and associated infrastructure to eliminate recurring water-hammer failures caused by transient surge pressures. Key technical requirements include: sustained operating pressure of 290–300 psi with 350 psi transient design criteria; eight isolation butterfly valves with maximum 2,000-foot spacing; a 350 psi reduced pressure zone (RPZ) backflow prevention assembly; spring-assisted check valves and combination air/vacuum release valves; Class 350 DIP pipe with fully restrained mechanical joints; hydrostatic testing at 1.5 times operating pressure (375–450 psi); and tie-ins at three locations including the existing 6-inch HDPE line east of SOR Service Entrance, C900 PVC line near the guardhouse, and Pump Station #2. The contract period is 361 calendar days from design NTP, with separate design and construction NTPs issued sequentially; government design review periods (49 days total) are included within contract time. Mandatory tie-in outages are limited to planned weekend shutdowns with 30 days' advance notice. The contractor must perform site-specific geotechnical investigation, potholing of all utilities, hydraulic modeling, field verifications, and load/coordination studies. Electrical requirements include powering a 3 HP booster pump, motor control center, SCADA systems, and instrumentation from dedicated underground circuits at both PS2 and SOR, with altitude derating for 6,000 feet elevation. The contractor must obtain multiple permits including AF Form 103 dig permits, hot work, fugitive dust, SWPPP, and landfill permits, and follow strict OPSEC security protocols requiring U.S. citizenship for SOR restricted area access and UXO awareness training for work south of Hardin Boulevard. Non-hazardous construction waste may be disposed of at KAFB landfill, while unsuitable or contaminated spoil requires off-base licensed disposal with documentation. Water for construction, hydrostatic testing, flushing, and disinfection must come from approved base sources and be fully dechlorinated prior to discharge; disinfection follows AWWA C651/C652 standards with two consecutive negative coliform sample sets required 24 hours apart.

Offerors Consolidated Questions Answers
Hydrostatic testing: SOW 2.1.21.3.3 requires 1.5 times normal operating pressure; the BOD states both a 150-psi minimum and 1.25 times working pressure.
Confirm the exact test pressure, duration, acceptance criteria and governing requirement
• SOW §2.1.21.3.3, §2.1.21.3.3.1
• BOD Hydrostatic Testing §4.1–§4.3
• BOD General Note: Governing Requirement: Per BOD General Note, the stricter limit applies; SOW §2.1.21.3.3 and AWWA C600 govern.
Isolation valves: SOW 2.1.21.6.3 and 2.1.21.6.7.4 require at least eight isolation valves; the BOD states seven. Confirm the required quantity, locations and whether these valves are additional to station/manifold valves
• SOW §2.1.21.6.3, §2.1.21.6.7.3, §2.1.21.6.7.4 The valves will be located during design in coordination with the KAFB Water Operations staff, but as a minimum one at the start of the new waterline and one every 1000 ft after to the SOR Service Entrance. Valves at Pump Station aren't part of this count.
Governing Requirement: SOW §2.1.21.6.7.4 stricter count of eight (8) isolation butterfly valves governs along the transmission main upstream of PS2 (BOD lists 7).
• Locations: Max 2,000-ft spacing; 1 prior to road crossing/SOR entrance; 3 at SOR 5,000-gal tank & pump skid; 1 on main line between branch tees; 3 equally spaced between PS2 and tees. Number of valves could change during the design based on DOR's analysis.
• Scope: These 8 valves are additional to the estimated 12 butterfly valves required for PS2 bypass/isolation manifold loops.
Back flow prevention: SOW 2.1.21.6.6.3 requires a 350-psi RPZ assembly; the BOD states 175 psi. Confirm the required pressure rating and any approved manufacturers or models
• SOW §2.1.21.6.6.1–§2.1.21.6.6.4 The SOW is correct. The actual waterline pressure is 290psi measured at station 2. This is the assumed operating pressure for the entire system. Data will be provided to the successful offeror from SCADA.
• BOD Backflow Prevention §3.0 Governing Requirement: Minimum 350 psi working pressure rating governs (SOW §2.1.21.6.6.3; BOD 175 psi represents the baseline floor). Approved Model/Type: Reduced Pressure Zone (RPZ) Assembly compliant with AWWA C511 and UFC 3-420-01, installed in an above-ground, heated, pad-mounted enclosure with an air gap drain.
