About this opportunity
The Department of Agriculture Agricultural Research Service seeks solvent storage building envelope and steam tunnel repairs at Erdenheim, Pennsylvania, with quotations due August 14, 2026. This is a Total Small Business set-aside; the small business size standard is $19.0 million.
Questions are due July 31, 2026. Organized site visits are scheduled for July 21 at 1:00 PM EDT and July 22 at 9:00 AM EDT; contractors must register by July 20 at 4:00 PM EDT by emailing timothy.toal@usda.gov with attendee names and company information. A Government-issued photo ID is required. Attendance is not mandatory but failure to visit the site will not relieve the contractor's responsibility to comply with all specifications. Amendment 01, issued August 10, 2026, posts site visit sign-in sheets and responses to all requests for information received by the RFI deadline.
The NAICS code is 238140 (Masonry Contractors); PSC is Z2JZ (Repair or Alteration of Miscellaneous Buildings). Work encompasses six construction tasks: solvent storage building envelope repairs, steam tunnel repairs, grate replacement, building ventilation, doors and frames, and masonry repointing. Performance period runs September 14, 2026 through March 31, 2027, with completion required within 180 days of Notice to Proceed. Prevailing wage rates per Davis-Bacon apply; the wage determination is PA20260009 (Modification 1, May 18, 2026). Bid, payment, and performance bonds are required. Buy American construction materials provisions and employment eligibility verification apply. The contractor must provide factory-trained, factory-authorized, and certified personnel for CO2 fire suppression system work; a dedicated confined-space rescue team for steam tunnel entry; and a historic masonry consultant with ten years of experience. Award will be made to the lowest price technically acceptable offer with acceptable or neutral past performance.
