Requests for Information Solicitation 1232SA26Q0852

Question 1: Can you please clarify line items within the SOW and which CLIN it is desired for them to be included under as some overlap between CLIN breakouts and scope. (Ex. Asphalt Curb below door/new concrete curb below door to be included with the CLIN 05 Doors and Frame work or Base bid? Will galvanized steel lintel be door scope or base bid with building repairs?)

Answer 1: CLIN breakouts (Bid Options) are identified on Drawing Sheet G-001.

There are five (5) total, which are not part of the Base Bid. Everything that is not part of the CLIN breakouts (Bid Options), are part of the Base Bid.

Question 2: Please identify the current factory-authorized contractor responsible for the existing CO₂ system and confirm whether bidders are required to use that contractor for isolation, programming, testing, and restoration.

Answer 2: Refer to contractor SSI (provided as part of the response)

Question 3: Who will be responsible for disconnecting and capping the CO2 actuation piping?

Answer 3: The contractor is responsible for the hiring of personnel that are factory trained, factory authorized and certified by the system manufacturer for all work any work involving the CO2 system. The contractor is responsible for maintaining the listing, approvals, and full operational integrity of the existing CO2 system.

Question 4: Who will be responsible for connection to existing CO2 fire suppression system interlock with isolation dampers?

Answer 4: The contractor is responsible for the hiring of personnel that are factory trained, factory authorized and certified by the system manufacturer for all work any work involving the CO2 system. The contractor is responsible for maintaining the listing, approvals, and full operational integrity of the existing CO2 system.

Question 5: Grate replacements are not in the written SOW or BOD, can you please confirm

BOD for the grates?

Answer 5: Grate replacement must be included as indicated on drawing C-101.

Question 6: Please confirm painting scope of work requirement as found on G-001 General

Note 9.1.

Answer 6: Note 9.1 is a general painting note that requires any exposed unpainted or paintable materials, that may not have been specifically called out in the Drawings/Details, to be painted. This includes door frames, doors, steel lintels, interior steel roof structural components and all exposed ferrous metals. This list excludes prefinished materials, brick, stone, concrete, copper, glass and other similar materials.

Question 7: Drawing set provides for bid options 1-5 however does not align with the CLIN line items in the SF1442, can you please confirm the required base bid vs CLIN?

Answer 7: See response to #1. To further clarify, base bid is CLIN 0001, option 1 is

CLIN 0002, option 2 is CLIN 0003, option 3 is CLIN 0004, option 4 is CLIN 0005, and option 5 is CLIN 0006.

Question 8: Drawings note historic requirements. Will there be historical requirements as part of this contract?

Answer 8: “Historical” requirements to be met consist of the scope provided within the project Drawings and Specifications and no additional requirements are expected.

Question 9: No details were provided for required stripping, can you please confirm if stripping will be required?

Answer 9: No stripping required; omit references to stripping in the documents.

Question 10: What is the order of precedence among the documents in the event of conflict?

Answer 10: If a specific conflict is identified during the Bid phase, it should be submitted in writing so a determination can be made. Otherwise the Contractor is expected to meet the requirements of the Drawings for quantitative purposes and the specifications for qualitative purposes. Where qualitative purposes are directly specified in the Drawings, the requirements of these drawings shall take precedence over the specifications in those instances.

Question 11: Given the location of work to be performed, will it be acceptable to shut down the parking area while work is ongoing at the tunnel roof?

Answer 11: Yes

Question 12: Please confirm whether CLINS 02-06 are additive bid options that may be awarded separately or if CLINs will be included in the initial contract award.

Answer 12: It is anticipated that all CLINs will be awarded.

Question 13: The SOW requires repointing of all mortar joints, Drawing A-101 indicates Bid

Option 5 includes balance of masonry. Please clarify the limits of repointing to be included within each CLIN.

Answer 13: See the Building Elevations and Sheet Keyed Note #4 on Drawing Sheets A- 201 and A-202. The brick courses that need to be removed and re-laid are clearly identified. These brick courses are part of the Base Bid and cannot be repointed.

Sheet Keyed Note # 2 refers to cracks in the brick and in the mortar joints.

The damaged brick is to be replaced, and the mortar joints are to be repointed. These areas are part of the Base Bid.

The existing brick to remain and be repointed is identified by Sheet Keyed Note #9 which is included in CLIN (Bid Option #5).

In addition, refer to the Masonry Repointing note on Sheet G-002.

Question 14: Please confirm which CLIN the electrical scope shall be included within.

(Electrical Feeder, panel modifications, disconnects, fan wiring, etc.)

Answer 14: All electrical work should be included under CLIN 03.

Question 15: CLIN 04 Building Ventilation includes the installation of louvered vents within the exterior doors, would this CLIN be awarded without CLIN 05 resulting in the need to installing dampers within asbestos-containing doors?

Answer 15: The design intent is to attach the dampers to the existing door louvers if the door is to remain, and to attach the dampers to the provided louvers in the provided doors if replaced. Given that the dampers will be attached to the louvers that will be located inside of the doors, the dampers should not be installed inside of the doors in either CLIN.

Question 16: Shall the Perm-A-Barrier wall membrane only be installed where new exterior wythe will be reconstructed?

Answer 16: The self-adhering membrane is to be used where called out on the drawings.

Question 17: Please provide referenced REI report as referenced in the SOW 1.2.1.

Answer 17: Report attached to this RFI document.

Question 18: Please provide any hazardous materials surveys and reports available.

Answer 18: The presence of hazardous materials was not observed during the site visit nor was testing required by the USDA. Previous testing had been conducted by the USDA which identified the doors as asbestos containing materials (ACM). The Contractor shall mitigate and dispose of these doors per local laws, codes and regulations and per Section 01 35 26.

Question 19: Please confirm whether the full requirements of Section 04 03 00 apply, including:

a. A historic masonry consultant with at least 10 years of experience;

YES

b. Laboratory mortar and masonry analysis; YES

c. Field microscopy, boroscope inspection, moisture testing, RILEM testing, infrared thermography, drill resistance, and flat-jack testing;

YES

d. Five-year experienced historic masonry craftspeople; YES

e. ASTM E2659 project training certificates; and

f. On-site training and consultant quality-control services. References to

On site training can be omitted from this specification section however, the consultant quality control services shall remain in effect.

g. Please also confirm whether the Solvent Storage Building is historically designated or subject to a preservation authority. To the knowledge of the design team, this building is NOT subject to a preservation authority.

Answer 19: Answers in bold listed in ‘a-g’ above.

Question 20: The specifications contain bituminous dampproofing, elastomeric sheet waterproofing, fluid-applied waterproofing, and bentonite waterproofing sections.

Please provide a drawing or matrix identifying the exact location and required system for each of the following:

a. Solvent Storage Building foundation; See the General Notes on Drawing Sheet G-002 to address this question.

b. Parapet and through-wall flashing; Provide the Self-Adhering membrane as called out in the Drawings.

c. Steam tunnel crack repairs; ELASTOMERIC SHEET WP

d. Steam tunnel roof replacement; ELASTOMERIC SHEET WP

e. Tunnel wall-to-roof corners; ELASTOMERIC SHEET WP

f. Steel-plate repair; and ELASTOMERIC SHEET WP

g. Other below-grade transitions ELASTOMERIC SHEET WP

h. Bituminous Dampproofing and Bentonite Waterproofing are to be used only where specifically called for in the drawings. If not specifically called for by name or equivalent properties in the Drawings, then those sections can be omitted.

Answer 20: Answers in bold listed in ‘a-h’ above.

Question 21: Drawing A-501 requires bidders to include 100 square feet of new silicone roof coating. Please confirm how coating repairs exceeding 100 square feet will be measured and compensated.

Answer 21: Increase the square footage of new silicone roof coating to 200 square feet.

Question 22: Please provide an estimated quantity or allowance for brick that cannot be salvaged and reused. Please identify the required matching criteria and whether replacement brick must be approved through a sample panel before purchase.

Answer 22: It is the Contractor’s responsibility to not break existing brick during the work. Existing bricks that are broken are not allowed to be reused.

Replacement brick must match existing brick in size, compressive strength, color and texture. Approval of replacement brick is required prior to purchase and installation.

Question 23: Please issue a complete door-hardware set identifying the required quantity and application of hinges, panic devices, closers, coordinator, astragal, flush bolts, threshold, weatherstripping, sweeps, seals, stops, lock cylinders, keying, and inactive-leaf hardware.

Answer 23: The door hardware schedule is located in the Drawings, on Sheet A-202.

Question 24: Please confirm whether the entire exhaust-fan assembly must be specifically listed and labeled for Class I, Division 1 service, or whether a fan with an explosion-proof motor and spark-resistant construction is acceptable. Please identify the required gas group and temperature code.

Answer 24: The entire exhaust-fan assembly must be listed and labeled for class I, Division I service. Request for USDA response involving gas group and temperature code.

Question 25: Please provide panel schedules, voltage, phase, available fault current, breaker manufacturer, existing load, spare capacity, and available breaker spaces for Panels LDP and LB.

Answer 25: Circuit for panel LB is being demolished. Turn breaker off and label as spare. Replace existing 30/2 breaker with (2) 20/1 Siemens Type BQ breakers (120/240VAC, 10,000 AIC) in panel LDP. Utilize existing 20/1 breaker for other required circuit. Exact circuit numbers are provided on the drawings.

Circuits 13,15,17 are breakers to be used. Bottom left hand side of panel.

Question 26: Please provide the required feeder route, trench length, minimum burial depth, conduit material, ductbank or encasement requirements, separation from existing utilities, warning tape, handholes, backfill, compaction, and pavement-restoration details.

Answer 26: See E-100 for feeder route and trench length. See 26 20 00 for minimum burial depth and conduit materials (Sch. 40 PVC below grade with rigid elbows). Refer to Detail 2/C-102 for pavement-restoration details.

Question 27: The Statement of Work calls for routing cracks to their full depth and providing waterproof fill. Drawing C-100 requires low-pressure polyurethane injection until refusal and until resin is visible at the underside of the roof. Please confirm the governing repair method.

Answer 27: Polyurethane injection is the governing method. Follow drawing over BOD.

Question 28: The Statement of Work calls for cold-applied asphalt patching, while Drawings

C-100 and C-102 require hot-mix asphalt. Please confirm the required asphalt type, mix designation, lift thickness, compaction criteria, and pavement section.

Answer 28: Provide hot mix asphalt in accordance with drawings. See specifications for asphalt requirements and drawings for thickness.

Question 29: Please provide USDA’s existing permit-required-confined-space evaluation, known atmospheric hazards, access locations, previous monitoring data, entry restrictions, and emergency procedures for both the steam tunnel and boiler-room trench area.

Answer 29: Confined Space Permit Request added as an attachment on sam.gov.

Question 30: Please confirm whether USDA provides an on-site confined-space rescue service or whether the contractor must provide a dedicated, immediately available rescue team during every entry.

Answer 30: Contractor provided.
