About this opportunity

The U.S. Army Mission Installation Contracting Command (MICC) at West Point is soliciting proposals for crane and hoist inspection, load testing, and preventive maintenance services under solicitation W911SD26QA039. The requirement encompasses annual inspections and load testing of 13 lifting devices ranging from 300 pounds to 10 tons in capacity, with all work performed in compliance with OSHA 29 CFR Part 1910.179 and manufacturer specifications. Offerors must demonstrate compliance with OSHA standards, provide properly licensed and certified personnel, supply all materials and equipment including calibrated scales for load testing, and submit comprehensive quality control plans and detailed inspection checklists. Award will be made to the lowest priced technically acceptable proposal based on two primary evaluation criteria: past performance (which must receive an acceptable or unacceptable rating) and price. The original proposal deadline was April 8, 2026 at 4:30 PM Eastern Standard Time; however, Amendment 0001, effective April 6, 2026, extended the deadline to April 13, 2026 at 12:00 PM Eastern Standard Time, and rescheduled the mandatory site visit to April 9, 2026 at 10:00 AM at MICC West Point Building 681, 1st Floor Lobby.

This is a 100% Women-Owned Small Business (WOSB) set-aside contract with no incumbent identified in the solicitation materials. The maximum total award amount is $12,500,000 under NAICS code 811310 with a size standard of $12.5 million, and the contract structure consists of a base performance year plus three optional extension years, running from May 23, 2026 through May 22, 2030. Services will be performed at U.S. Army Garrison West Point and Stewart International Airport in New York, with work scheduled during normal business hours (8:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays). Offerors must be registered in the System for Award Management (SAM.gov) with current DUNS and CAGE codes prior to submission and must submit completed solicitation documents, certifications, licenses, and two to three Past Performance Questionnaires to Ms. Sonya Van Valkenburg at sonya.d.vanvalkenburg.civ@army.mil by the April 13 deadline.
