About this opportunity
The Installation Management Command (IMCOM) G1, through the Mission and Installation Contracting Command-Fort Sam Houston, is procuring U.S. Flags and Presentation Boxes for distribution to 59+ Army installations across all three Army Components (Active Duty, Reserve, and National Guard). The procurement requires triangular-folded 3' x 5' U.S. National Flags manufactured from heavyweight 200 Denier nylon with embroidered stars and sewn stripes, paired with full-color presentation boxes measuring approximately 10" x 12" x 2". A mandatory qualification requires vendors to source 100% Berry Amendment-compliant U.S. flags with all components (fabric, canvas header, brass grommets, and embroidery thread) made entirely in the USA. Additional requirements include developing a tracking system and providing quarterly delivery reports to all three Army Components. Evaluation will be based on best value, with technical capability and past performance (assessed through SRPS and CPARS systems) weighted approximately equally to price. The proposal deadline was initially February 17, 2026, but has been extended to February 25, 2026, at 12:00 PM Central Time, with anticipated award on March 20, 2026.
This is a 100% Small Business Set-Aside under NAICS code 314999 (All Other Miscellaneous Textile Product Mills) with a small business size standard of 550 employees. The previous contract history is available through FPDS.gov under contract number W9124J21D0023. The government guarantees a minimum order of 200 units with a contract maximum of 211,590 units over the 5-year (60-month) ordering period, with estimated annual quantities of 36,761 units for Continental U.S. locations and 5,657 units for overseas locations. This will be a Single-Award Indefinite-Delivery/Indefinite-Quantity contract with Firm-Fixed-Price terms and no Economic Price Adjustment permitted. Delivery is required within 30 days after receipt of order (ARO) to 97 delivery locations across the Continental United States and overseas territories, with FOB Destination terms and MIL-STD-129 marking requirements, with the place of performance being San Antonio, Texas.
