b. Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose quote represents the Best Value to the Government, price and other factors considered. The Government will perform a comparative evaluation of quotes in accordance with FAR 13.106-2(b). Factor I (Technical) and Factor II (Past Performance), when combined, are approximately equal to Factor III (Price). The Government reserves the right to select a quote that is other than the lowest price if the Contracting Officer determines that a superior technical solution or a significantly better past performance record justifies the price premium.
c. Evaluation Factors. The following factors will be used to compare quotes:
(1) Factor I - Technical Capability: The Government will evaluate the extent to which the offered product meets or exceeds the salient characteristics and the offeror’s commitment to the 30-day ARO delivery schedule.
(2) Factor II - Past Performance: The Government will evaluate the offeror's record of performance on recent (within three (3) years) and relevant efforts using internal systems such as the Supplier Risk Performance System (SRPS) and Contractor Performance Assessment Reporting System (CPARS). In accordance with DFARS 213.106-2, the government will consider SPRS quality and delivery classifications. A
W9124J26RFLAG 7
record of no past performance will be treated as "Neutral," which is considered acceptable.
(3) Factor III - Price: Price will be evaluated for fairness and reasonableness. The Total Evaluated Price will be the sum of all CLINs for all ordering periods identified in Attachment 02.
d. Evaluation Process and Comparative Merit
(1) Comparative Assessment: The Government will conduct a side-by-side comparison of quotes. The Government may select a quote that is other than the lowest price if the Contracting Officer determines that a superior technical solution or a significantly better past performance record justifies the price premium.
(2) Tie-Breaker: If technical merit and past performance are determined to be essentially equal among offerors, price will become the deciding factor for award.
(3) Award without Communications: The Government intends to evaluate quotes and award a contract without communication with offerors. Therefore, the offeror’s initial quote should contain the offeror’s best terms.
