About this file
This document is a Salient Characteristics attachment (W9124J26RFLAG) for a federal procurement of U.S. National Flags and presentation boxes by the Installation Management Command (IMCOM) G1, effective February 20, 2026. The procurement supports all three Army Components—Active Duty, Reserve, and National Guard—providing retirement flags to eligible soldiers under Army Regulation 600-8-22.
The primary deliverable is a triangular-folded 3' x 5' U.S. National Flag manufactured from heavyweight 200 Denier nylon with UV resistance, embroidered stars, and sewn stripes conforming to Federal Specification DDD-F-416F, AR 840-10, and The Institute of Heraldry standards. All flag components—fabric, canvas header, brass grommets, and embroidery thread—must be 100% made in the USA and fully compliant with the Berry Amendment (10 U.S.C. 4862). Flags are paired with full-color presentation boxes measuring approximately 10" x 12" x 2" (depth), constructed from E-Flute Corrugated Fiberboard with a tuck-top mailer design and locking tabs. Boxes feature a 4-color CMYK laminate finish, include a custom die-cut insert for flag security, and display the Retired Soldier For Life Seal with text "Celebrating Your Legacy of Service" and "Celebrating Your Legacy…Once a Soldier, Always a Soldier…A SOLDIER FOR LIFE." Vendors must submit a preliminary digital mock-up (PDF format) of box exterior and interior within five business days of contract award for Department of Army approval. Shipping requires individual boxes packed in Double-Wall Corrugated Fiberboard master cases (minimum 44 ECT) not exceeding 40 pounds per case. Vendors must ship ordered quantities within 30 days after receipt of order and provide quarterly delivery reports to all three Army Components. The contract is classified as Unclassified and must comply with DFARS clause 252.225-7006.
