About this opportunity
The Federal Bureau of Prisons is seeking a contractor to provide Residential Reentry Center (RRC) services for in-house beds and Home Confinement services for male and female federal offenders within Spokane County, Washington, with home confinement placements available within 200 miles of the RRC facility. The contract will be a Firm-Fixed Price/Indefinite-Delivery, Indefinite-Quantity (IDIQ) agreement with a one-year base period and four one-year option periods. Key requirements include the contractor's demonstrated ability to operate an RRC facility with a guaranteed minimum of 32 beds (26 male, 6 female) and an estimated maximum of 80 beds (65 male, 15 female), along with managing a guaranteed minimum of 12 home confinement placements with an estimated maximum of 30. Evaluation criteria will focus on past performance, technical and management capabilities, site location suitability, facility requirements, offender accountability and programming, personnel qualifications, home confinement services delivery, and compliance with environmental and local area concerns. The original proposal deadline of October 20, 2025, was extended twice—first to November 3, 2025, and then to December 3, 2025, at 4:00 PM EST, with proposals to be submitted electronically to the Contracting Officer, Joseph Woodley.
This solicitation has no set-aside designation and represents a new contracting opportunity with no identified incumbent contractor. Award value is not explicitly stated in the solicitation materials, though pricing will be structured on a tiered basis for different average daily population levels for in-house beds and varying numbers of home confinement placements. The government intends to award both RRC in-house beds and home confinement line items to a single provider, recognizing the interconnected nature of these services and their mutual reliance for effective offender case management and programming. The contractor must comply with Service Contract Act wage determinations for Spokane and Stevens Counties in Washington, maintain a small business subcontracting plan with specific goals including 36% for small businesses overall, and adhere to all applicable federal, state, and local regulations governing facility safety, zoning, and occupancy. The place of performance is Spokane, Washington 99201, with the contract requiring on-site facility inspection and compliance certification prior to award negotiations.
