The procurement will be conducted as an indefinite delivery, indefinite quantity contract with firm fixed unit prices, covering both in-house RRC beds and home confinement placements within a 200-mile radius of the facility. Services must comply with the Federal Bureau of Prisons Statement of Work entitled "Residential Reentry Center, March 2022 SOW," which includes comprehensive requirements for resident intake, employment assistance, drug testing, medical services, discipline procedures, and release planning. The government intends to award both service components to a single provider to ensure interconnected programming and case management. The formal solicitation (15BRRC25R00000032) will be available on SAM.gov on or about August 18, 2025, with an estimated closing date of October 16, 2025. All responsible sources may submit proposals, and interested parties must monitor SAM.gov for updates as no hard copies or telephone requests will be accepted.

This procurement does not utilize any set-aside designations and is open to all responsible sources. The contract structure includes a one-year base period with four one-year option periods, providing up to five years of potential service delivery. The RRC in-house requirement specifies a maximum of 80 beds, with 65 beds designated for males and 15 beds for females, while the Home Confinement component allows for a maximum of 30 placements for both males and females combined. The home confinement services must be provided within a 200-mile radius of the RRC facility to ensure proper coordination and oversight. No incumbent contractors or current service providers are identified in the pre-solicitation notice. The procurement notice does not specify award values or budget ranges, though the indefinite delivery, indefinite quantity structure suggests payment will be based on actual utilization of beds and placements at the established unit prices.
