About this opportunity

The U.S. Department of State is soliciting proposals for cellphone calls and internet data services for the U.S. Embassy Jakarta, U.S. Consulate General Surabaya, U.S. Consulate Medan, and Consular Agency Bali. The Request for Quotation (RFQ) requires prospective offerors to be legally compliant with Indonesian regulations and registered in the System for Award Management (SAM) database. A mandatory online pre-proposal conference was held on March 23rd, 2021, and interested vendors were required to email or call to confirm attendance. The solicitation (RFQ 191D3221Q0006) seeks a telecommunications service provider capable of meeting the comprehensive communication needs of multiple U.S. diplomatic facilities in Indonesia. While specific evaluation criteria were not explicitly detailed in the notice, vendors must demonstrate regulatory compliance, technical capability, and ability to provide comprehensive telecommunication services.

The contract is not set aside for any specific business category and will be open to all qualified telecommunications providers. The anticipated contract structure includes one base period of twelve months with four potential one-year option periods, providing flexibility for the government. Performance will be entirely within Indonesia, covering multiple diplomatic locations. The solicitation falls under the Wired Telecommunications Carriers NAICS category (517311) and the IT and Telecom - Network as a Service PSC category. The original posting date was March 8, 2021, with a response deadline of July 22, 2021, indicating a relatively extended solicitation period. Potential vendors were encouraged to complete SAM registration prior to proposal submission and must demonstrate capability to provide comprehensive cellular and internet services across different U.S. diplomatic installations in the country.
