About this opportunity
The Department of the Air Force Air Mobility Command is seeking to award up to two Indefinite Delivery Indefinite Quantity (IDIQ) contracts to museum and exhibit design firms for comprehensive museum enhancement projects at Scott Air Force Base, Illinois. The initial focus is on revitalizing the Air Force Cyberspace and Communications (AFCC) Heritage Center located in Building 1700, with the contract encompassing eight distinct initiatives including tactical communications exhibits, ground control station displays, Hall of Fame installations, switchboard exhibits, website development, broadcasting capabilities, and materials and finishes updates. Contractors must serve as prime contractors and hold an Illinois General Contractor's license, with the ability to design, fabricate, transport, install, and provide maintenance for museum exhibits. The evaluation will follow a best-value trade-off process weighted most heavily on past performance, followed by technical approach and price considerations, with proposals evaluated on relevance, recency, performance quality, technical acceptability, and price reasonableness. Proposals are due by September 22, 2025, with an anticipated ordering period from September 30, 2025, to September 29, 2030.
This solicitation is designated as a 100% small business set-aside under NAICS code 712110 (Museums) with a small business size standard of $34 million. The contract structure includes a 5-year IDIQ with one contractor receiving an initial task order to complete the seed project and the second awardee receiving a $500 minimum guarantee with opportunities to compete on future orders. The initial seed project has an 18-month performance period and requires a 100% Performance Bond, with the contractor utilizing an extensive government research library and working alongside an on-site curator and historian. All work will be performed at Scott Air Force Base in Illinois, specifically at the Heritage Center located at 203 W. Losey Street, Building 1700. The project involves both interior and exterior renovations with comprehensive exhibit development requiring research, planning, artifact modification, digital content creation, and interactive multimedia installations including touchscreens and digital walkthroughs.
