About this file
This document is a Requests for Information (RFI) log for a Museum Services Indefinite Delivery Indefinite Quantity (IDIQ) contract (Solicitation FA440725RMUSE) issued by the Air Force. The solicitation seeks two IDIQ contracts for comprehensive museum enhancement projects at the Air Force Communications Command (AFCC) Heritage Center at Scott AFB, Illinois. The initial task order will involve developing eight museum exhibits, with a total project performance period of 18 months and a 5-year IDIQ contract duration.
Key details include: the project requires a Design-Build contractor to revitalize the heritage center, with original content creation for audio/visual and interactive exhibits; contractors must be willing to serve as prime contractor and hold an Illinois General Contractor's license; a Performance Bond of 100% will be required; and the technical proposal is limited to 40 pages. The government will provide an extensive research library and on-site curator/historian to assist with content development. The seed project will be firm-fixed price, and future task orders will be competitively awarded among the two selected IDIQ contractors. Proposals must include sanitized and non-sanitized versions of the technical proposal, with additional flexibility granted for font selection and past performance documentation.

RFI - I am reviewing the RFP solicitation and I am slightly confused if this is looking for a design A/E to develop Design-Build documents or if this is looking for a Design-Build contractor to perform the work. The description under the solicitation advertisement on sam.gov and the opening paragraph of the RFP document both reference “the Air Force seeks to award up to two Indefinite Delivery Indefinite Quantity (IDIQ) contracts to museum/exhibit design firms for comprehensive museum enhancement projects at Scott AFB, IL.” The overview in the RFP document states “the Air Force currently seeks a design-build contractor to revitalize the AFCC Heritage Center (B1700) at Scott AFB.” The heading on the RFP ATT 1 document also includes “Design-Build”. Can you please help me understand which one you are looking for so we can best determine how we could fit?
Answer - Design-Build contractor to perform the work (design, build/fab/mod, install).
Right now we have the concept with a couple of renders. There is an .indd file with each project as well. There are also .skp, .ai, .dwg files for the overall space.

RFI – Technical Proposal – please offer no more than 10 pages per project. Please provide sanitized and non-sanitized version. Do you want separate technical proposals for each of the eight initiatives/projects? What does sanitized/non-sanitized mean?
Answer – No, all 8 projects should be submitted within one technical proposal. We will revise this language in the RFP to make it more clear. Sanitized would mean all company identifiers, to include name, address, CAGE, UEI, etc. are removed. Non-sanitized would mean you have your company information/letterheads listed on the technical proposal

This is confusing, it simultaneously calls for “separate files” while also saying a response shall consist of “one electronic copy.” Add to that the aforementioned call for two copies of the technical report, it is even more confusing.
