About this opportunity
The Mission and Installation Contracting Command at West Point seeks a firm fixed price contract for maintenance and inspection of two ski lifts—a Borvig triple chairlift and a Multi Ski lift handle tow—at Victor Constant Ski Slope, with proposals due August 6, 2026 at 12:00 PM EST. The procurement is set aside for Total Small Business (inclusive of Women-Owned Small Business eligibility). This is a mandatory site visit solicitation; the site visit was held July 16, 2026 at 08:30 AM.
Place of performance is West Point, New York. The contract runs September 7, 2026 through September 6, 2031 (base year plus four one-year option periods). All offerors must hold a current, valid, and active ANSI B77.1-1999 wire rope inspection certification. ANSI B77.1 compliance may be demonstrated through organizational documentation, state-certified ropeway inspector credentials, qualified engineer certifications, or through named subcontractors. Contractor personnel must be legal U.S. residents, communicate clearly in English, and complete iWATCH, Anti-Terrorism Level 1 Awareness, and OPSEC training within 30 days of award. No Common Access Card or base access credentials are required; the ski slope is located off-post. The four-hour emergency response requirement applies only during ski season (mid-December through mid-March) and can be satisfied by phone or technical initiation rather than physical presence. Work hours are normally 8:00 AM–4:30 PM Monday–Friday, with flexibility for maintenance outside these hours with prior coordination.
Scope includes preventive maintenance of nine lift towers plus two turnaround assemblies, structural inspections, brake service, rope lubrication and inspection, chair grip testing with mechanical disassembly, line sheave maintenance, and handle tow servicing. The contractor bears responsibility for labor and standard maintenance parts only; the government covers major component replacements and carries equipment insurance. The NAICS code is 811310, Repair and Maintenance of Miscellaneous Equipment. The PSC code is J040, Maintenance/Repair/Rebuild of Equipment–Rope, Cable, Chain, and Fittings. Evaluation weights technical merit (submittal of required certifications) as significantly more important than price. The wage determination is WD 2015-4159 for Orange County, New York. Amendment 0003, issued August 3, extended the due date from July 31 to August 6 and removed a duplicated line item (CLIN 0005).
