About this opportunity

The Defense Logistics Agency Troop Support Subsistence seeks a single award of a Simplified Indefinite-Delivery Contract for Coca-Cola cans and bottles to supply military customers in Washington and Idaho, with proposals due May 11, 2026, at 3 PM Eastern Standard Time. This is a sole-source procurement; the contracting officer has determined that only Swire Pacific Holdings Inc. (DBA Swire Coca-Cola, CAGE 1HNG8) is reasonably available to meet requirements, citing the proprietary nature of Coca-Cola products, existing equipment investments in Coca-Cola dispensers and refrigerators, service member morale considerations, direct access to manufacturer production schedules, and cost savings from eliminating intermediary distributors.

Place of performance includes three primary delivery locations: McChord Air Force Base, Madigan Army Medical Center, and Services Squadron Mt. Home Air Force Base, with deliveries coordinated post-award. The contract period runs 24 months from June 7, 2026, through June 6, 2028, divided into two 12-month pricing tiers with firm-fixed pricing. The guaranteed minimum across the entire contract term is $6,529.89, with a contract ceiling of $350,000.00. Estimated Year 1 demand is $65,298.95 and Year 2 is $110,287.70.

Offerors must be current, functioning commercial manufacturers and distributors of Coca-Cola products (not third-party logistics providers) capable of same-day emergency delivery where necessary and maintaining product freshness and appropriate temperature standards per commercial requirements. The contract covers 30 line items of beverages including carbonated soft drinks, sugar-free options, sports drinks, bottled water, iced tea, and protein beverages. Contractors must maintain a minimum 97% fill rate, support electronic ordering via STORES and EDI (810 and 820 transaction sets), provide emergency orders at no additional cost (up to two per month per customer), and comply with DFARS Berry Amendment requirements for U.S.-manufactured products. Offerors must be SAM-registered with EC/EDI capabilities, DBIDS enrollment, and DoD PKI certificates. Evaluation uses the Lowest Price Technically Acceptable source selection process under FAR Part 12 Simplified Procedures. NAICS 312111, PSC 8960.
