About this opportunity

The Federal Aviation Administration's Mike Monroney Aeronautical Center seeks a fixed-price requirements contract for Beechcraft King Air 250 non-type-rated initial and recurrent pilot training with Pro Line Fusion avionics, with proposals due September 10, 2026 at 5:00 p.m. CDT. Award will be made to the lowest-price technically acceptable offeror.

The contract structure is a 1-year base plus 4 one-year option periods. Training serves FAA Flight Standards Service inspectors and Aircraft Certification Service pilots. Offerors must propose pricing for three contract line items per performance period: initial training (10 students annually, including ground school and full flight simulator instruction to ATP standards under 14 CFR Part 61), recurrent training (24 students annually, including proficiency checks and aircraft flight hours), and supplementary training at hourly rates for ground school and simulator hours. The contractor furnishes all course materials, training aids, facilities, and qualified CFI instructors. Ground school must be delivered by CFI-qualified instructors in a classroom environment or computer-based instruction with instructor support, limited to 10 training hours per day excluding breaks, with no training between midnight and 6:00 a.m. Facilities must meet specified lighting, ventilation, seating, sanitary, and fire code compliance standards.

Offerors must identify the principal place of performance (city and state) and furnish all necessary student transportation if training occurs at multiple locations. Evaluation uses five equally weighted factors: evidence of FAA-approved training program authority (14 CFR Part 121, 135, 141, or 142), proof of aircraft and full flight simulator ownership, description of training aids and facilities meeting PWS requirements, proposed ground and flight training hours meeting minimums, and proposed number of training days. NAICS code is 611512 (Flight Training); PSC is U009 (Education/Training—General). All questions must be submitted in writing to Shelley.A.Howard@faa.gov.
