About this opportunity
The Air Force Test Center seeks annual inspection, preventive maintenance, and repair services for vehicle exhaust removal systems at five fire stations on Edwards Air Force Base and Air Force Research Laboratory in California, with quotes due August 27, 2026 at 3:30 PM PDT. This is a 100% Small Business Set-Aside with NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and a $19 million size standard.
Place of performance is Edwards AFB, CA 93524. The incumbent contractor operated under contract FA930121C0011 (now ended). Services cover Fire Stations 1–5, with systems including AirVac 911, Microcon units, and Plymovent installations. The contractor must furnish all supervision, equipment, tools, labor, and supplies; conduct annual inspections in December; provide detailed inspection reports within three business days of completion; and accommodate over-and-above repair requests via a not-to-exceed cap of $40,000 aggregate for the contract duration. Contractor liability for scheduled annual inspections is capped at $200 per occurrence for parts and two hours of labor, excluding filters, cartridges, sensors, and batteries. Work must comply with industry standards and manufacturer recommendations, whichever is strictest.
All contractor personnel must maintain active background checks, complete antiterrorism awareness training within 30 days of award, and obtain base access via AFMC Form 496. The contractor must be CMMC 2.0 Level 1 compliant and maintain a Quality Control Plan with a contract manager available 24/7.
The contract is Firm Fixed-Price with one base year (October 1, 2026 through September 30, 2027) and four one-year option periods extending through September 30, 2031. Evaluation uses FAR 52.212-2 criteria: Technical Capability (Acceptable/Unacceptable), Past Performance (Exceptional through Unsatisfactory, rated on recency within 10 years and relevancy), and Price, with non-price factors weighted significantly more heavily than price. Questions were due August 19 at 11:00 AM PDT; Amendment 1 posted August 20 addresses one question received. Vendors must submit the Model Contract, Past Performance Questionnaires (one to three references), and a technical submission not exceeding 25 pages. Service Contract Act wage rates apply for Kern, Los Angeles, and San Bernardino Counties.
