About this opportunity
The Department of Health and Human Services Indian Health Service is soliciting quotes for medical and pharmaceutical waste collection and disposal services at the Jicarilla Service Unit in Dulce, New Mexico. The contractor must provide red hazardous waste containers with a minimum 44-gallon capacity for monthly scheduled pickups (estimated at up to 15 43-gallon containers monthly) and black containers for as-needed pharmaceutical waste collection. Key requirements include state licensure and active certification to handle, transport, and dispose of medical infectious waste; annual staff training on biohazard material handling; proper documentation including manifest logs and shipping reports; and full compliance with federal, state, and local regulations. Evaluation will be based on technical capability, past performance from the preceding three years, valid licenses and certifications, qualifications of personnel, and pricing. The deadline for submitting questions is February 6, 2026 at 5:30 p.m. MST, while quotes must be submitted via email to raelynn.ray@ihs.gov no later than February 13, 2026 at 5:30 p.m. MST. Amendment 0001 extended the original response deadline from February 6 to February 13, 2026.
This is a total Indian Small Business Economic Enterprise (ISBEE) set-aside acquisition operating under a cascading structure, with offers first solicited from ISBEE vendors that are also small business concerns, and consideration extending to other small business concerns if adequate competition or reasonably priced offers are not received in the first tier. No incumbent contractor or previous award values are identified in the solicitation materials. The contract is structured as a firm-fixed-price purchase order with a base period from February 1, 2026 through January 31, 2027, followed by four optional one-year renewal periods, creating a potential five-year performance window. The NAICS code is 562112 (Hazardous Waste Collection) with a $47 million size standard for small business designation. Performance will take place at the Jicarilla Service Unit, 500 N Mundo Drive, Dulce, New Mexico 87528, with services to commence no later than 15 days after all clearances are obtained.
