About this opportunity
The Department of the Navy's Naval Sea Systems Command is sole-sourcing a firm fixed price purchase order to Mesa Laboratories Inc. for Mesa Labs instrumentation supporting unmanned diving operations inside unmanned hyperbaric chambers, with the closing date of October 28, 2026 at 11:00 a.m. Central Time. The Set Aside line reads "No Set-Aside Used," but the sole-source award forecloses competition. The attached justification, submitted by Naval Surface Warfare Center Panama City Division (NSWC PCD) for use at the Navy Experimental Diving Unit (NEDU), states Mesa Labs is the only equipment providing the necessary functions and compatibility with installed hardware, software control systems, and existing Mesa Labs flow calibration cell units at NEDU.
Place of performance is Panama City, FL 32407. The clauses attachment, as summarized by GovTribe, states deliveries are accepted Monday through Friday from 0830 to 1500 local time at NSWC PCD and/or NEDU facilities, with trucks gaining base access before 1430 and no weekend, federal holiday, or post-1500 deliveries. Mesa Labs' Lakewood, CO manufacturing facility is the vendor location, not the performance site.
The notice lists quantities as "Various Quantities, As Requested in Attachments." The attachment summary lists one ML-800 High Cell unit, two ML-800 Ultra High Flow units, two 1 1/2" to 1" Swagelok reducers, two 1" to 1/2" Swagelok reducers, three PEL 1650 cases, Certificates of Conformance, Calibration Certificates, and shipping. The attachment summary also states the justification cites FAR 12.102(a), that the total value exceeds micro-purchase levels but does not exceed the simplified acquisition threshold, and that no competitive market research was conducted.
The NAICS code is 334513 and the PSC is 6640, Laboratory Equipment and Supplies. Questions go to Contract Specialist Jessica D. Clark at jessica.d.clark27.civ@us.navy.mil or 850-867-3099. Email subject lines must begin with the Solicitation Number, Vendor Name, and CAGE Code.

Description
This action will award a firm fixed price purchase order to Mesa Labs, Lakewood Manufacturing Facility, 12100 W 6th Ave, Lakewood, CO 80228 to provide instrumentation in support of unmanned diving operations inside the unmanned hyperbaric chambers at NEDU.
QTY: Various Quantities, As Requested in Attachments
Additional Details
The equipment is being acquired as new equipment to meet testing requirements of diving operations at NEDU. As a critical piece of instrumentation used in the evaluation of diver’s life support equipment, the Mesa Labs instrumentation requested is the ONLY equipment that provides the necessary functions and is compatible with the current installed hardware and software control systems, for use with Mesa Labs flow calibration cell units already in use at NEDU. In summary, using alternate equipment would prove costly in time and dollars to the government and to the mission. Use of another system may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU. Therefore, it is in the Governments’ best interest to award on a sole source basis to Mesa Labs.
