About this opportunity
The Department of the Navy's Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Port Hueneme, California, intends to issue a request for quote under solicitation N3943027Q7001 for a sole-source purchase order to InterNational Electrical Testing Association (NETA) for NETA certification and accreditation programs supporting the Mobile Utilities Support Equipment (MUSE) Division, with responses due November 12, 2026. The Government intends to solicit and negotiate with only NETA under FAR 12.102(a), citing NETA as the OEM, sole developer, copyright holder, and administrator of its training, with no third-party distributors, resellers, or external training representatives authorized to sell or administer NETA Approved Military Organization (NAMO) memberships, credentials, or certifications. The Set Aside line reads "No Set-Aside Used," and the procurement method is Commercial SAP Sole Source.
Work is performed for active-duty Navy MUSE technicians in Port Hueneme, California, with on-site training coordinated at the MUSE location. Requirements include establishing and maintaining NAMO accreditation, annual training membership dues for up to 60 sailors, up to three certification exam attempts per sailor per year with practice exams, Continuing Technical Development credit tracking, online access to over 70 seminars and 130 webinars, ANSI/NETA standards (ATS, MTS, ECS, ETT) in hard copy and intranet PDF multi-user licensing for up to 60 users, quarterly NETA World Journal copies, technical handbooks, six fully covered PowerTest Electrical Maintenance and Safety Conference registrations, and on-site instruction with instructor expenses included. The attached justification states a performance period of January 1, 2027 through December 31, 2029, with an optional provision to add sailors in groups of five at a flat rate per group.
The sole-source basis cites NETA's exclusive proprietary rights and copyrights to ANSI/NETA standards and examinations, its status as sole NAMO administrator, and its position as the certification standard required for OSHA compliance for qualified electrical testing personnel. The justification states that disapproval would result in loss of MUSE Division accreditation and operational capability gaps. The procurement is classified under NAICS 611519, Other Technical and Trade Schools, with an annual size standard of $21 million, and PSC U008.
