Covered events include U.S. Navy Band concerts, Blessing of the Fleet ceremonies, wreath laying, Battle of Midway commemorations, Chief Petty Officer events, reenlistments, promotions, retirements, and change-of-command ceremonies. Contractors must be registered in SAM before award, during performance, and through final payment, and must self-certify on offer submission that neither the requestor nor principal corporate officials and owners are suspended, debarred, or otherwise ineligible.
