About this opportunity

NAVSUP Fleet Logistics Center Norfolk, Groton Office issued a sole source notice on August 10, 2026, announcing its intent to award a firm fixed price contract to D/E/F Services Group LTD for continuation of 20A circuit installations and power reconfigurations services under FAR 6.302-1. Challenges to the sole source determination must be submitted in writing to casey.l.mayer.civ@us.navy.mil by August 14, 2026, and must include evidence that an equivalent supply exists meeting the government's stated needs.

The work involves Phase 2 installation of thirty-five electrical circuits and breakers in the Naval War College data center in Newport, Rhode Island, supporting modernization and capacity expansion. D/E/F Services Group LTD completed Phase 1 under contract N0018925FG071 and is deemed the only appropriate source due to system familiarity, installation standards knowledge, and equipment specification expertise; the government asserts that awarding to another vendor would present unacceptable delay and operational risk to the dual UPS system maintaining power in case of outage. Performance runs August 17, 2026 through September 30, 2026, Monday through Friday, 9:00 AM to 3:00 PM.

All vendor personnel must be U.S. citizens and comply with base security requirements including SECNAV Form 5512-NSNPT badges and vehicle passes, required at least fourteen calendar days before crew arrival. The contract applies Service Contract Act wage determination 2015-4089 for Rhode Island counties including Newport.
