About this opportunity
The Defense Logistics Agency intends to procure sole-source International Air Transport Association (IATA) Fuel Quality Pool (IFQP) membership, with a pre-solicitation notice response deadline of July 10, 2026. This is a sole-source requirement because membership is available only through IATA.
DLA Energy's Quality Technical Directorate requires Active Membership status providing real-time, unlimited web browser-based access to current and historical airport inspection reports. Two administrators—an Airline Master and Deputy Airline Master—will have concurrent and equal access to all IFQP data and inspection reports for quality assurance and pre-award inspection purposes. DLA Energy will conduct annual inspections at selected Into-Plane sites that contribute to the IFQP.
The contract structure spans five contract line items with an initial Active Membership and IFQP Active Membership Year 1, followed by four optional renewal years covering 2027 through 2030. The base period runs from award through December 31, 2026, with subsequent option years representing full calendar years. Annual invoicing will be processed through Wide Area Workflow (WAWF) in accordance with DFARS procedures. If continued membership is desired beyond the five-year period, the Government will conduct pre-award contracting activities to ensure uninterrupted membership status.
The Statement of Work is attached for full requirement specifics.
