About this file
This is a Statement of Work (SOW) outlining the Defense Logistics Agency's (DLA) membership requirements within the International Air Transport Association (IATA) Fuel Quality Pool (IFQP). DLA Energy's Quality Technical Directorate (QTD) requires Active Membership status providing real-time, unlimited web browser-based access to current and historical airport inspection reports. Two administrators—an Airline Master and Deputy Airline Master—will have concurrent and equal access to all IFQP data and inspection reports for quality assurance and pre-award inspection purposes. DLA Energy will conduct annual inspections at selected Into-Plane sites that contribute to the IFQP and are accessible to other Active members.
The membership structure spans five contract line items (CLINs) beginning with an initial Active Membership and IFQP Active Membership Year 1, followed by four optional renewal years covering 2027 through 2030. The base period of performance runs from award date through December 31, 2026, with subsequent option years representing full calendar years. Annual invoices will be processed through Wide Area Workflow (WAWF) in accordance with DFARS procedures. If continued membership is desired beyond the five-year period, the Government will conduct pre-award contracting activities to ensure uninterrupted membership status. This requirement is designated as a sole source procurement, indicating IATA IFQP membership availability only through the International Air Transport Association.

Statement of Work
1. Summary This statement of work outlines the core requirements of DLA’s membership within the International Air Transport Association (IATA) Fuel Quality Pool (IFQP). Membership within the IFQP requires that an administrator, on behalf of DLA Energy Quality Technical Directorate (QTD), has real-time, unlimited web browser-based access to current and historical inspection reports available within the IFQP. The administrator, also known as the Airline Master, will have full access to the inspector reports found within the IFQP. Furthermore, a 2nd administrator, known as the Deputy Airline Master, will have concurrent and equal access to the IFQP data.
2. Scope of Membership Under the terms of the membership, IFQP, as managed through the International Air Transport Association, shall provide Active Membership status to DLA Energy following receipt of one-time joining fee and annual membership cost.
Membership within the IFQP shall provide DLA Energy QTD uninterrupted access to newly-prepared as well as historical airport inspection reports for execution of its business operations, quality assurance, and pre-award inspection purposes. Access as an Active member shall provide access to all iterations of historical reports available for sites of interest, as determined by the Airline Master or Deputy Airline Master. DLA Energy will complete inspections annually at selected Into-Plane sites that contribute toward the IFQP, and are accessible by other Active members of the IFQP.
Membership in an active status within IFQP shall be organized as follows:
| 0001 | Initial Active Membership and IFQP Active Membership Year 1 |
| 0002 | IFQP Active Membership Year 2 Option |
| 0003 | IFQP Active Membership Year 3 Option |
| 0004 | IFQP Active Membership Year 4 Option |
| 0005 | IFQP Active Membership Year 5 Option* |
*In lieu of an abbreviated membership year for renewal purposes, the 5th CLIN of the membership will be executed as a full year for the period of performance. If continued Active Membership is desired following the 5th year of Active Membership in IFQP, pre-award contracting activities will be performed in sufficient time to support uninterrupted status in membership.
The period of performance for the membership shall be set from the date of award through 12/31/2026 for the base period of performance. The period of performance for option years 2 through 5 shall represent the time period from 1/1 through 12/31 of 2027, 2028, 2029, and 2030, respectively.
3. Invoice Procedures
Due to the annual expense exceeding that of the MPT for services, invoices shall be processed through Wide Area Workflow (WAWF). Procedures for invoicing through WAWF shall be conducted as detailed in DFARS 252.232-7006. Invoices shall be submitted electronically, as detailed in subsequent contract, as Invoice 2 in 1. Following award of contract or option period, IFQP shall expeditiously upload the annual invoice for payment by QTD via the contracting officer.
4. Renewal Procedures Following award of the last contract option year prepared, if further membership is warranted, current FAR procedures will be utilized for subsequent contract award. Award of any follow-on contract is completed in the best interest of the Government and its interests in execution of Joint Service fuel missions.
