About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), a component of the National Institutes of Health (NIH), has issued a Special Notice regarding a sole-source procurement of a software license from Vitrium Systems Inc. The notice outlines NIAID's intent to negotiate a one-year software license subscription for their Scientific Review Program's electronic Review Support Site (eRSS). This procurement is necessitated by the need to upgrade from .NET 4 to .NET 6, which has created compatibility challenges with their current FileOpen software. Vitrium was identified as the only viable vendor capable of meeting the agency's specific technical requirements for digital rights management and content encryption.

Contractors interested in this opportunity must submit a capability statement via email to Rubyanne Matthews by 11:00am EST on March 21, 2025, referencing the Notice of Interest (NOI-NIAID-25-2257446). All responsible sources may submit an offer, but must first register in the eSASS system. The contract will be a firm-fixed price type for a Vitrium Security Enterprise Installed License Annual Subscription supporting 5,000 users with unlimited storage. The procurement will utilize the statutory authority under 41 U.S.C. 253(c)(1), which allows for sole-source selection when only one responsible source can satisfy agency requirements. The service will be performed at NIH/NIAID's location in Rockville, Maryland, and the contract is categorized under the Software Publishers NAICS code 513210.

Notice text

This is a Notice of Intent, not a request for proposal.  The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Vitrium Systems Inc, 333 Seymour St, Floor 8, Vancouver, Canada V6B 5A6, to procure a software license for Vitrium annual subscription for one year.

Vitrium is a premium Digital Rights Management (DRM) software solution designed to protect valuable and confidential content and Intellectual Property (IP) for secure online distribution. The software encrypts digital content and includes various settings and controls that empower users to regulate access.

The Scientific Review Program (SRP) requires that proposal documents submitted to the electronic Review Support Site (eRSS) be encrypted and access-controlled by the eRSS application. Currently, RSS utilizes FileOpen Software to perform this encryption and manage access. However, RSS is undergoing a technology upgrade from .NET 4 to .NET 6, and the FileOpen library currently in use does not support .NET 6. Moreover, the FileOpen vendor has not committed to updating the library for compatibility with .NET 6.

The RSS team has researched alternatives to FileOpen and identified Vitrium as a suitable option, as it does support .NET 6. Vitrium offers additional advantages, including support for a Web API-based encryption and access control model, which makes it independent of any specific .NET framework. It also provides superior document access tracking capabilities, eliminates the need for client plugin installation, is already utilized by eRA (Electronic Research Administration), and offers better technical support and responsiveness to feature requests.

Vitrium Systems Inc. is the only vendor that provides the required software license annual subscription.
