About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego has issued a Notice of Intent to award a sole source contract to Turnitin Holdings LLC for the procurement of iThenticate software subscription services. This special notice, posted on November 25, 2025, is not a request for competitive proposals but rather notification of the government's intent to award a firm fixed price contract under the authority of FAR 13.106, which permits sole source procurement when only one responsible source can satisfy agency requirements. The contracting activity is classified under NAICS code 611710 (Educational Support Services), and the anticipated award date is on or before December 14, 2025. The requirement falls under the Department of the Navy and specifically serves the Naval Postgraduate School (NPS).
The primary objective of this procurement is to secure a one-year enterprise subscription to iThenticate software for the Naval Postgraduate School to check graduate students' thesis and research papers for plagiarism and similarities to existing sources. The subscription will support approximately 575 faculty users and 2,915 other users with access through December 13, 2026, and will provide formative assessment capabilities to help students improve their writing and research practices. Interested sources must submit a capability statement by the December 3, 2026 deadline that does not exceed six pages (8.5 x 11 inches) in 10-point font minimum, including management, technical data, cost information, and proof of authorization as a distributor of the product. Eligible contractors must demonstrate they can provide the licenses and serve as an authorized distributor, with all capability statements received by the due date subject to government consideration. The government reserves the right to make a determination not to compete this requirement based on the sole source justification.
