About this opportunity
HHS's Office of Mission Acquisition Solutions, on behalf of CDC's National Center for Emerging and Zoonotic Infectious Diseases, intends to award a sole-source firm-fixed-price contract to Typefi Systems, Inc. for Typefi Orion Cloud Teams software licenses, implementation, and support, with quotes due November 12, 2026. The sole-source basis is Typefi's November 3, 2026 letter stating that owner John Wiley & Sons discontinued the eXtyles editorial-production software this requirement replaces. The Set Aside line reads No Set-Aside Used. The procurement is solicited through RFQ 75D301-27-Q-79332.
Place of performance is Bethesda, MD 20892. The base period runs November 18, 2026 through November 17, 2027, with four annual subscription option periods, exercisable at the Government's discretion, extending through November 17, 2031. The requirement covers 12 Typefi Orion Cloud Teams user licenses, onboarding and implementation services, a Wiley royalty, training, and technical support. Required capabilities include Orion for Word/Server integration, SmartReplace, SmartReference, Harvard-to-Vancouver citation conversion, PubMed and CrossRef deposit, and JATS XML export, supporting Emerging Infectious Diseases journal production. Deliverables must comply with Section 508, and contractors must submit an HHS Section 508 Accessibility Conformance Checklist or Accessibility Conformance Report with their proposal.
The RFQ states the acquisition is for a brand-name-only product, requires federal government resellers to be authorized resellers, and requests a discount reflecting the most favorable customer pricing. Quotes are submitted by email to Vera Nordalm at vera.nordalm@hhs.gov, with contact information, UEI, and tax identification number. NAICS is 541519, Other Computer Related Services, and PSC is 7A21.
Notice text
This is a Notice of Intent, not a separate request for quote. The Government’s solicitation for this requirement is provided through the associated combined synopsis/solicitation.
The Department of Health and Human Services, Office of Mission Acquisition Solutions (OMAS), on behalf of the Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Office of the Director (OD), intends to award a firm-fixed-price contract to Typefi Systems, Inc. for Typefi Orion Cloud Teams software licenses, implementation services, and support.
The purpose of this requirement is to replace the Emerging Infectious Diseases (EID) journal’s legacy eXtyles editorial-production software and support its manuscript editing, reference validation, metadata preparation, and publication-production workflows. According to Typefi’s November 3, 2026 sole-source letter, eXtyles has been discontinued by its owner, John Wiley & Sons (Wiley).
The requirement includes 12 Typefi Orion Cloud Teams user licenses, onboarding and implementation services, a Wiley royalty, training, and technical support. Required capabilities include Orion for Word/Server integration; SmartReplace for automated editorial cleanup; SmartReference for reference validation, correction, and duplicate-reference checking; Harvard-to-Vancouver citation conversion; PubMed and CrossRef deposit capabilities; and JATS XML export.
These capabilities support preparation of author-created Microsoft Word documents for publication, including application of editorial styles, automated rule-based edits, validation of references and citations, and production of structured XML for EID’s publishing workflow.
The anticipated base period of performance is November 18, 2026, through November 17, 2027. The requirement also includes four annual subscription option periods, exercisable at the Government’s discretion.
Justification for Single Source
Typefi Systems, Inc. is the proposed single source for Typefi Orion licenses, implementation services, and support. The requirement supports migration from EID’s legacy eXtyles editorial-production software while preserving compatibility with existing editorial configurations and publishing requirements.
In its November 3, 2026 sole-source letter, Typefi Systems, Inc. states that the Typefi group of companies developed Orion and owns its intellectual property. Typefi Systems, Inc. holds the exclusive license to sell Orion in the Americas. The letter further states that no unaffiliated reseller, distributor, or other third party is authorized to sell Orion.
Typefi also states that Orion is the only solution authorized by Wiley to import existing eXtyles data and configurations, including Auto-Redact dictionaries, article types, metadata, paragraph styles, and citation settings. Typefi holds an exclusive license from Wiley for the eXtyles source code.
Orion integrates with Typefi’s Edifix reference-processing service to format, correct, and link references against CrossRef and PubMed. According to Typefi, Edifix uses the same reference-processing engine that powered eXtyles, supporting consistency during migration. Edifix itself is available to other products through a third-party application programming interface and is not asserted to be exclusive to Orion.
The proposed acquisition addresses EID’s requirement for the combined editorial automation, authorized migration, reference-processing, and JATS XML export capabilities described above.
Authority
This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, including FAR 12.102(a), as implemented by applicable HHS FAR Overhaul deviations. For acquisitions valued at or below the Simplified Acquisition Threshold, the Contracting Officer must document the decision that only one source is available and the basis for that decision.
Submission of Capability Statements
Interested parties capable of providing the same or similar products or services must submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
Capability statements must demonstrate the ability to provide Typefi Orion Cloud Teams licenses and associated services or an equivalent solution capable of meeting the Government’s editorial-production requirements. Responses must address support for 12 users; Microsoft Word/Server integration; automated editorial cleanup; reference validation, correction, and duplicate-reference checking; Harvard-to-Vancouver citation conversion; PubMed and CrossRef deposit capabilities; and JATS XML export.
Capability statements must also explain the proposed approach to migrating existing eXtyles data and configurations, maintaining compatibility with EID’s editorial-production workflow, and providing implementation, training, and ongoing technical support. Respondents proposing Typefi Orion must provide evidence of authorization to supply the required licenses and services.
