About this opportunity

The United States Special Operations Command seeks a multiple-award Indefinite Delivery Indefinite Quantity contract for subject matter expertise and knowledge-based services supporting SOF enterprise missions, with proposals due May 28, 2026 at 10:00 PM Eastern Time. This is a 100% Small Business Set-Aside under NAICS 541611 with a size standard of $24.5 million, foreclosing competition outside the small business pool.

Place of performance is MacDill Air Force Base, Tampa, Florida, with subordinate performance at USSOCOM component commands worldwide (CONUS and OCONUS locations). The contract spans seven years from September 2, 2026 through September 1, 2031, with two optional one-year extensions. Total program ceiling is $2.65 billion across all prime contracts, distributed across five pricing arrangements: Labor Hour ($981 million), Time and Materials ($929 million), Firm Fixed Price ($375 million), Cost No Fee ($325 million), and Cost-Plus Fixed Fee ($150 million). Minimum task order value is $2,500.

Services encompass education and training, management support, program management, engineering and technical services, and professional and administrative support. Personnel must maintain security clearances up to Top Secret level, comply with National Industrial Security Program Operating Manual requirements, and obtain government-issued identification badges. Contractor must hold a Top Secret facility security clearance and comply with CMMC Level 1 (Self) at proposal submission and Level 2 (Self) within six months of award. Financial capacity requirement is a minimum $2 million line of credit.

The Government contemplates awarding to the top 15 highest-scored eligible offerors using a Highest Technically Rated Offer approach, provided at least 15 eligible proposals are received. Evaluation employs three steps: compliance screening, technical and price validation using the Symphony Score Card against supporting documentation with downward scoring adjustments only, and Contractor Responsibility Determinations. Technical scoring spans seven categories across 16,700 base points: total positions on a single work sample, concurrent geographic performance at multiple sites, percentage of positions hired or transitioned within 30 days of award, work samples containing specified labor categories (Intelligence Analyst, Linguist, Data Manager, Operational Planner, Financial Analyst, Strategic Planner, Role Player, Instructor, Regional/Cultural Advisor, SOF Specialty Trainer, and others), SOW coverage, 12-month retention rates, and Contractor Performance Assessment Reporting System ratings (with negative scoring only for marginal or unsatisfactory ratings). Past performance scoring has no maximum point cap. Cost/Price (Factor II) evaluation assesses reasonableness of fully-burdened labor rates and requires a $2,500 post-award conference pricing proposal.

Proposals must be submitted electronically through Symphony Procurement Suite at https://ussocom-sofgsd.app.cloud.gov/ and contain three volumes: Volume I (administrative and responsibility material, including executive summary not to exceed three pages, Top-Secret facility clearance documentation, accounting system verification, financial capacity evidence, organizational structure change history, and cybersecurity compliance documentation); Volume II (up to five work samples from contracts or task orders performed within the past five years with minimum six consecutive months of performance, with at least one Tier 1 work sample from the Small Business prime or Joint Venture protege, using the provided HTRO Self Score Matrix); and Volume III (staffing proposal pricing template not to exceed $2,500 and cost/price documentation). Classified work samples (up to SECRET//NOFORN only) may be submitted via SIPR email. Proposals submitted through other means will not be accepted. All proposals must remain valid for 365 days from the due date.

During the previous Q&A the Government inadvertantly made submission of a Multiple Award Contract more stringent than intended (See Q256, 257, 401).  As such, this Section L revision rescinds this change and reverts to the original statement that ANY IDIQ may be consolidated as a single WS.  Offerors are reminded that TOs may not be submitted as a separate WS if they were issued under an IDIQ that is submitted as a combined WS.

For clarification, Prime Offerors are only required to submit an Organizational Structure Change History for proposed subcontractors for which a WS is submitted.

For CPARS in relation to Symphony submission, Prime Offerors are to submit the single lowest rated CPARS for each WS, utilizing the format currently available in Symphony.  Offerors who have already completed this area within Symphony DO NOT need to change their submission.  In accordance with Section L1.3.7, the Government will use all available means to verify the information provided.  Offerors are reminded that there are ZERO points given for Satisfactory, Very Good, or Exceptional past performance, or for WS with no past performance.  Points are only DEDUCTED for MARGINAL or UNSATISFACTORY past performance.

For transition (Q# 112), please calculate solely on the first 100 positions to be transitioned within the 30-day period, regardless of the total number of positions required by the WS.

For Category 3, Q# 252 and 294 in the previous Q&A conflict.  The Government provides the following clarification:  The Government confirms that if an Offeror won a competitive recompete, and the Offeror was not the incumbent contractor on the predecessor contract, that Work Sample qualifies for Category 3 scoring. 

The Government reiterates its position that affilitate WS may only be submitted as Tier 2.

Finally, the SF30 Amendment H9240026RE0010003 is attached.  A conformed copy of the original solicitation is provided and should be used as your SF33 submission with your proposal.

This is a formal Request for Proposal (RFP) for the United States Special Operations Command (USSOCOM) SOF Global Services Delivery (SOFGSD) Indefinite Delivery Indefinite Quantity contract.  The sole points of contact for information regarding this acquisition are the Contracting Officers:

SOFGSD is being solicited as a 100% Small Business Set-Aside under NAICS 541611, with a SB Size Standard of $24.5M.

The Government contemplates award of a Multiple Award IDIQ contract resulting from this solicitation. 

Offerors are required to submit proposals in accordance with the instructions outlined in Section L of the RFP.

Symphony Procurement Suite is a software application the Government intends to use for proposal submission and proposal evaluation.  The Government reserves the right to change systems related to the solicitation, evaluation, and award of the SOFGSD contracts at any time during the solicitation process.

Offerors shall submit their proposal electronically through Symphony via https://ussocom-sofgsd.app.cloud.gov/.  Proposal submissions through Symphony shall not contain any classified data.  Symphony allows up to CUI only.  Contact the Contracting Officer to address submission of classified data through appropriate channels as specified in Section L3.1.6.

PROPOSALS SUBMITTED THROUGH OTHER MEANS WILL NOT BE ACCEPTED.

Communications with any Government personnel other than the Contracting Officers are prohibited.  Government ethics regulations, the Competition in Contracting Act, and the Procurement Integrity Act prohibit preferential treatment of one contractor over another and require that Government personnel adhere to the highest standards of conduct and avoid even an appearance of a conflict of interest.
