3To clarify, if I give a sub access to upload documentation, will they be able to view the other work samples, which will contain proprietary data from other subs?Symphony AccessYes. 4Is there any way for a subcontractor to upload a CPARS confidentially?Symphony AccessThe prime is responsible for all information they are submitting, so the system does not allow information to be hidden from them. Symphony does not have "view-only" or restricted roles. All active users can see all the assets in Symphony, therefore Administrators must monitor access carefully.
5The Government has encouraged larges to non-exclusively team with multiple small businesses. If subcontractors who register and are approved can view all data, including the active score, work samples, etc, it creates a massive conflict of interest. There is no firewall.Symphony AccessSymphony leaves access requests up to your company. Administrators must closely monitor these and activate or disable accounts accordingly. The Initial status prevents users from signing in but does not remove the account. Please see Understand Your Account Roles and Permissions.
6Please confirm/deny - the Prime contractor will need to submit all documents for the Subs via their own Symphony account?Symphony AccessAnyone that is a Symphony Administrator or Open Market Proposal Manager (roles set by your Symphony Administrator) within your company may submit the proposal. Anyone that registers and is activated within your company may upload documents for the Prime contractor or any subs/team members.
7Can more than one person in my company contribute to the proposal submission in Symphony?Symphony AccessA company can have as many users registered, and they can all contribute work to the proposal. Only an Administrator or the Open Market Proposal Manager can submit it to the government or retract it for modifications.
8Can the offeror post all info, scores, and substantiation documents on behalf of the subcontractors?Symphony AccessThe prime offeror is responsible for making sure all information for the subcontractors is uploaded. The subcontractor can either be provided access under the prime offeror's UEI or the prime can upload it themselves.

Does this mean that primes can claim subcontractors on their proposals without the subs ever registering for Symphony? Symphony Access Subs do not need to register if the prime will be uploading the subcontractor's info. Users do not need to be registered for their company to be included under Team Members.

13All of my companies key personnel have attempted to gain access to SOF-GSD Symphony, and all received a notification that the SAM representative had to authorize, but neither of the two SAM representatives are able to access the SOF-GSD portal to authorize the remaining staff.Symphony Login/RegistrationFor SAM POCs to activate other user accounts, they must also have an account at the same Symphony website and for the same UEI and CAGE code. 15If we register under one UEI and Cage Code, can we change it after registration if our Prime changes?Symphony Login/RegistrationYes, if you need to make registration changes, submit a ticket to the helpdesk. We will move your registration to the new UEI / CAGE or revoke your account so that you can start over.
16How long before Symphony approves your login or for a ticket to be supported?Symphony Login/RegistrationApex Logic's SLA is 4 hours, though we usually respond in less than 2 hours. 17Please detail how my SAM POC would provide the necessary information to be activated as an Administrator and what specifically is required.Symphony Login/RegistrationThe SAM.gov POC must submit a ticket to the helpdesk with their SAM entity information for verification. They must include these three specific items:

1. Their UEI

2. Their Full Name

3. Their Email Address

18What if you're a non-exclusive teammate and have multiple primes?Symphony Login/RegistrationSecurity requirements mandate that an email address can only be linked to one company per Symphony website. If you need to register for multiple companies (under multiple primes) on the same site, you must use a unique email for each. It can be any valid address as long as it is not shared with other users.
19When you say Prime are you referring to the managing member of the JV?Symphony Login/RegistrationThe Prime is either the offering company for the submission or the company that performed the work is considered the Prime in the Project information, even if it did not have privity-of-contract. You can add a project to your company assets and submission(s) if it belongs to you, a team member, or a MRCL, and you would name the company that did the work as the prime on your work smales/projects.

Note: The company that had privity-of-contract should only be added as a Team Member if it is part of the current offering team.

If this is not the case, use the Project Documents upload screen to add any documentation needed to establish the project as belonging to the correct company and reference it as needed in Project Details and Performance Factors.

20 Is there a problem if we are a sub and we already registered but not under our prime? Does that impact our prime's submission? Symphony Login/Registration There is no impact to the prime if you registered for your own company. However, there isn't a way to share information between companies in Symphony. Everything must be uploaded under the prime offeror's account. Contact us if you need an account moved.

Subs can either send their documents to the prime to upload into My Company > Team Members, or staff from those companies can register under the prime's UEI and Cage code. Once the Symphony administrator approves a sub's registration request, a sub can provide their information and the administrator can remove access when it's no longer needed.

21Is it expected that all/most subcontractors must use Symphony or is the Prime able to provide Subk materials on their behalf?Symphony Login/RegistrationThe prime can upload any information on the subcontractor's behalf, or access can be granted to the subcontractor to do it directly.
22Do you have to upload all info again when registering under someone else's CAGE as a sub, if you've already registered with your own CAGE as a prime?Symphony Login/RegistrationSymphony does not share information across UEIs. Users who have registered under their own companies and also want to add information as a subcontractor will need to use separate accounts for each company they access and upload information to each one.
23If someone registers under our UEI/Cage, do we have to approve them before they have access?Symphony Login/RegistrationThe prime's Symphony Administrators have control over which users can access the system. They must provide initial approval for all users who are not SAM POCs for that company and can also remove access as needed.
24Ryan mentioned in his answer that everyone who is participating in the proposal should register. So subs still have to register under the prime even if not uploading anything?Symphony Login/RegistrationNo. Team members do not need to register if the prime will be uploading the subcontractor's info. Users do not need to be registered for their company to be included under Team Members.

25do you need to register with different email addresses if setting up under different primes as a sub?Symphony Login/RegistrationAn email address can only be associated with one company. For access under multiple companies, please register using a unique email address for each. It can be any valid email as long as it's not shared with others.
26How do we establish a Symphony Administrator for our company?Symphony Login/RegistrationTo establish a Symphony Administrator for your company follow these steps:

1. Ask your SAM.gov POC to register on the same Symphony website and with the same UEI and CAGE code.

2. The SAM POC must submit a ticket with the SAM entity information for verification. Instructions for this are in Manage Your Symphony Sign-In and Account Activation.

3. Once their account is verified, they can sign in and activate other accounts.

27How many Admins can one company have in Symphony?Symphony Login/RegistrationThere is no limit to the number of Administrators a company can have. Once a SAM POC has been activated as an Administrator, they can add any other users to that group.
28Do we need to have our Symphony accounts updated to the QR code as the MFA authenticator? This was a recent requirement for the Oasis+ Symphony.AuthenticationNo, only GSA systems have a policy to remove the SMS MFA method. The Symphony site for SOFGSD will still allow SMS for MFA, but we recommend using an MFA app instead.
29Where do we get the names of the Primes?Solicitation RequirementsFor questions that are not about how Symphony works, please refer to the SOFGSD RFP at SAM.
30For SOFGSD are prime offerors required to list all subcontractors within Symphony?Solicitation RequirementsFor questions that are not about how Symphony works, please refer to the SOFGSD RFP at SAM.
31Subcontractors are not required to submit Reps and Certs, Financial Capability, SPRS, Adequate Accounting, etc. Why is this in the subcontractor section?Solicitation RequirementsSolicitation documents take precedence over Symphony. All team member types, as well as the prime for the proposal can claim various Business Factors, but only some are required per the solicitation. If you don't add information and include that team member in your proposal, you should receive an error if the missing information is required by the RFP. The solicitation configuration within Symphony will be updated on 04/27/2026 to align with RFP requirements for this topic. If you see an error that you think does not align with the RFP, please submit a question to the program within Symphony.

37It's been mentioned that certain questions in the Past Performance Project creation are important for calculating score, but how do we know which ones are important for that. And does score matter to the government when judging prospective awardees?Solicitation RequirementsPlease refer to section L to understand what information is required for projects. 38For SOFGSD, do only those subcontractors that are providing work samples need to be listed in Symphony?Solicitation RequirementsYes.

40If we are only claiming CMMC Level 2 Self-Assessment complete, please confirm that gets uploaded in the SPRS link. Unless we have a certification from a C3PAO, we will not have an upload for the CMMC link, correct?Solicitation RequirementsPlease refer to section L2.10.1 for documentation required for SPRS. 46 For HTRO Category 2, if one Work Sample has 5 CONUS, 5 OCONUS, Germany and Korea . . . does that max out the Points for Category 2? Or are we counting 5 CONUS, 5 OCONUS, Germany and Korea per 5 Work Samples? 60Will the legend be aligned to the categories? i.e Korea, or "retention"Submission > Projects/ Past PerformanceThe Tag Legend values are fixed because these are project attributes common to many solicitations. Offerors can create their own tags (e.g. Korea) and claim them in the solicitation-specific performance factors during proposal assembly.

63When he showed the error for selecting Germany for point was confusing. It seemed like he said that he already claimed Germany for OCONUS and that caused an error? That would imply that you cannot claim Germany for OCONUS, which I cannot image that is the case.Submission > Projects/Past PerformanceThe system validates that the allowable maximum for project claims (e.g. OCONUS: Germany) has not been exceeded. It will give an Invalid Score if too many claims have been made.
64I am logged in under Score Card and there are no categories there at all. just error codes.Submission > Score CardIf you have not made any claims within your proposal, there will be nothing to provide a score for. Errors will be present for any required data found missing. Refer to the solicitation requirements to understand what is required.
65How does the system score things like past performance without any human oversight?Submission > Score CardAll scores are provisional until confirmed by the government.
