1Atch 06 SOFGSD DRAFT DD FORM 254In QnA answered by USSOCOM on within the "DRFP Amd 2 SOFGSD QnA (20250904)" file in previous draft documents, USSOCOM stated in regards to document safeguarding clearance that: "Secret Safeguarding is not currently a requirement for this solicitation. In the event that it is required after award, SOCOM will determine at that time what steps it will take." However, on the Atch 06 SOFGSD DRAFT DD FORM 254 file released with the H9240026RE001 Final RFP documents on 20260330, the DD254 requires Top Secret *document safeguarding*. Can USSOCOM please clarify if that Top Secret *document safeguarding* is required? That is not usually required on most contracts for SBs and is a departure from the DRFP. If USSOCOM requires Top Secret safeguarding, would the USG sponsor awardees for this requirement post-award?See update to DD254. Ref 11d: no longer included. Top Secret Safeguarding is not required.

Secret Safeguarding is not required at time of IDIQ proposal. However, awardees that do not have Secret Safeguarding will not be allowed to propose on task orders with a safeguarding requirement.

2L.4.3.5 Accounting SystemIs the Government requesting that in addition to the Accounting System Adequacy documentation and audit reports that we also submit Provisional Rate Agreements and/or Approved Final Rate Agreements or are they simply requesting a narrative that describes our pool structure?The report must describe the pool structure within the narrative. Additional documentation is not requried.
3Atch 02 SOFGSD HTRO Self Score Matrix - Category 1For Category 1 in Atch 02 SOFGSD HTRO Self Score Matrix and in Symphony, should the prime offeror report the total number of direct charge employees we're responsible for (including both prime and subcontractor staff), or only those employed by the prime contractor?For Category 1 (Total Positions), the Prime Offeror should report the total number of direct-charge employees performing on the single Tier 1 Work Sample, which includes both Prime and Subcontractor staff.

In accordance with the instructions provided in Attachment 02 (HTRO Self-Score Matrix), the substantiating evidence 'shall identify direct-charge employees (prime or subcontractor, by name and company).'

The intent of Category 1 is to evaluate the Offeror's demonstrated capability to manage an entire contract ecosystem at scale. Therefore, the Offeror may count all direct-charge personnel who provided sustained support on the submitted Work Sample, regardless of whether those personnel were employed directly by the Prime Contractor or provided by a subcontractor/teaming partner.

4L2.2 Executive SummaryDo teaming agreements for every teaming partner need to be included in the proposal, or only those that are participating in the proposal development?See revised Sections L and M. Only offerors contributing to your proposal
5L3.1.3 Acceptable Work SamplesThe Evaluation Criteria in Section M state: To validate the Offerors self-score, the Government will corroborate the substantiating documentation by reviewing the work samples information for accuracy in accordance with Attachment 03 SOFGSD LCAT Descriptions. The Offerors points will be validated based on the number of LCATs identified on each work sample that meet the qualifications identified for that LCAT.�

Given that LCAT titles often differ across organizations and contracts even when the underlying duties and qualifications align with the same LCAT, what specific types of validating or supporting documentation does the Government require Offerors to submit to demonstrate that the LCATs used on a Work Sample correspond to the LCATs defined in Attachment 03? Please clarify the documentation SOCOM expects for acceptable LCAT validation.

The USG will accept the SOW and/or PWS. Please see L3.2.1, L3.2.2, M4.1.4 and M4.1.5
6M4.1.4 Category 4: Work Samples that Contain the Specified Labor Categories (LCATs)Section L of the solicitation states: An acceptable work sample is defined as a stand alone contract, or task order issued under an Indefinite Delivery / Indefinite Quantity (IDIQ) contract (FAR 16.501 1) with the United States Department of War or Other Government Agencies (OGAs).� To ensure Offerors submit compliant Work Samples, please clarify whether the Government will also accept subcontracts performed in support of the Department of War or OGAs as Tier 1 Work Samples, provided the subcontract meets all other requirements of an acceptable work sample.See L3.1.7. As long as the subcontract meets all other criteria of an acceptable Tier 1 Work Sample, it will be accepted.
7Section L4.3Section L4.3 requires contractors to provide information on their Estimating System, Purchasing System, and Accounting System. Does SOCOM intend this to mean that only contractors with Government approved Estimating and Purchasing Systems are eligible for award?

If not, please clarify whether:

A contractor without a formally Government approved Estimating System or Purchasing System may still be considered for award if the systems are adequate, documented, and compliant with applicable DFARS/DoD requirements.
SOCOM will evaluate system adequacy rather than formal approval, particularly for small businesses or firms that have not undergone a CPSR (Contractor Purchasing System Review) or Estimating System audit.
Any additional documentation is required for offerors whose systems are not yet Government approved
IAW Section L2.5 an offeror without a Government Approved Accounting System, shall complete Atch 05 -DCAA Pre-award Survey Checklist and submit with Offeror’s proposal. Offerors are cautioned that determination of the acceptability of the accounting system must be accomplished to be eligible for contract award.
8HTRO Scoring - Category 3With regard to Category 3 (Positions Hired or Transitioned) - for Work Samples that include Korea staffing, the SOFA process for individuals in Korea cannot start until contract award. Often, this process takes >60 days per individual, depending on paperwork processing timelines with USFK. Would the Government allow for Work Samples that include Korea staffing, to count the transition timeline as 30 days from USFK SOFA approval, as opposed to contract award? It would be impossible for an Offeror to hire any or transition any staff based in Korea within 30 days.The Government will not adjust the 30-day transition timeline for OCONUS work. The evaluation for Category 3 is based on the date the Offeror successfully hires or transitions the non-incumbent personnel, not the date they are physically in place or have completed host-nation administrative processing (such as SOFA).

To substantiate the metric, an Offeror must provide corporate records (e.g., signed offer letters, HR onboarding forms, or payroll system entries) that clearly document the date on which the non-incumbent employee was officially hired or accepted a formal offer of employment for the required position.

If an Offeror hires or secures a binding commitment from the required personnel within 30 days of the contract's Period of Performance (PoP) Start Date, that action satisfies the timeline for this category, regardless of subsequent, external delays in obtaining SOFA status or visas.

9 General Submission Question Are subcontractors able to submit their own work samples in Symphony or must the Prime submit all work samples for their entire team? This is a business decision that must be made by the Prime Offeror. The Symphony system allows for submission by anyone with appropriately assigned access. It is the Prime Offeror's responsibility to determine how they will allow proposal documents to be submitted.

Anyone that is a Symphony Administrator or Open Market Proposal Manager (roles set by your Symphony Administrator) within your company may submit the proposal. Anyone that registers and is activated within your company may upload documents for the Prime contractor or any subs/team members. There are no restricted viewing roles in Symphony. Any user registered under a given UEI and CAGE will be able to see all information for that company. We recommend the Symphony Administrator grant and remove access as needed.

10 M4.1.4 Given the variability in LCAT naming conventions across contracts, what documentation is required for Offerors to demonstrate equivalency between Work Sample LCATs and those defined in Attachment 03? Please specify the forms of validation SOCOM will accept.

The USG will accept the SOW and/or PWS. Please see L3.2
11L3.1.3Limits acceptable work samples to stand-alone contracts or IDIQ task orders with the Department of War or OGAs. Will subcontracts performed in support of these entities be accepted as Tier 1 Work Samples if they otherwise meet all requirements?
See L3.1.7. As long as the subcontract meets all other criteria of an acceptable Tier 1 Work Sample, it will be accepted.
12L4.3Requires submission of Estimating, Purchasing, and Accounting System information. Does SOCOM require these systems to be Government-approved for award eligibility? If not, will SOCOM accept Offerors with non-approved but compliant and adequately documented systems, and how will system adequacy be evaluated in the absence of CPSR or Estimating System audits? Additionally, what supporting documentation is required in such cases?IAW Section L2.5 an offeror without a Government Approved Accounting System, shall complete Atch 05 -DCAA Pre-award Survey Checklist and submit with Offeror’s proposal. Offerors are cautioned that determination of the acceptability of the accounting system must be accomplished to be eligible for contract award.

In accordance with standard practice for Joint Venture evaluations, the requirement for an adequate accounting system applies to the specific entity whose accounting system will be utilized to manage and bill costs for the contract.

If the JV is unpopulated, the Offeror must submit the accounting system documentation (e.g., the DCAA/DCMA approval letter or Attachment 05) for the Managing Venturer (e.g., the Small Business Protégé or the designated Small Business lead). If the JV uses a combined system or relies on the Mentor's system for specific administrative functions, the Offeror must clearly explain the accounting arrangement in their proposal and provide the adequate accounting system documentation for the entity (or entities) that will be performing the financial management and billing for the contract.

13L3.1.5The solicitation states in L3.1.5: Offerors shall redact work samples of any unnecessary Personally Identifiable Information (PII) to the maximum extent practicable (includes name, social security or any other personal information that would identify an individual).�
a. Please clarify how offerors should handle substantiating documentation for LCAT qualifications where identification of individuals may be necessary. Are employee names permitted when required to validate LCAT requirements, or should offerors use anonymized methods while still demonstrating compliance?It is incumbent upon the offeror to determine what PII is unneccessay and provide adequate information to sustantiate the offerers proposed score.
14L3.1, M.4.1If a work sample does not meet the requirements for a specific scoring category, should that work sample be excluded from scoring for that category only, or would it be considered ineligible as a work sample in its entirety?Individual Work Samples are not required to cover all categories.
15L3.1.2, M4.1.4, Atch 03For Linguist LCAT qualifications, please clarify whether offerors are required to include supporting reference documentation (e.g., DoD Strategic Language List) within their submission to validate language requirements.The USG will accept the SOW and/or PWS. Please see L3.2

a. Please clarify the correct scoring methodology for Category 5, including whether maximum counts apply per work sample or across all work samples.See revised Instruction Tab. Scoring is 1 point per WS, for no more than 5 points in each SOW element.
22M4.1.5; Atch 02 (HTRO Self-Score Matrix Instructions)The HTRO matrix also states: The combined value of the Work Sample Count for each of the three SOW areas cannot equal more than 5 work samples between SOF and Non-SOF. (E.g., if non-SOF equals 3, then SOF cannot equal more than 2).�
a. Please clarify whether a single work sample may be counted toward both SOF and Non-SOF categories. If not, how should offerors determine which category to assign when a work sample includes both SOF and Non-SOF elements? Additionally, please confirm how this instruction aligns with the maximum counts shown in the matrix.Work samples shall not be duplicated within an area of the SOW for SOF and non-SOF related work.

24L2.3 Organizational Structure Change HistorySection L2.3 requires the inclusion of a 'roadmap' describing changes in the organization (e.g., acquisitions, merges, etc.) to facilitate relevancy determination. Is a 'roadmap' required just for the Offeror [Prime] or for all team members?The "roadmap" is required for any team member that is submitting a WS as part of the proposal.
25Section L, L2.10CMMC Level 2 (Self) Certification. L2.10.1 Supplier Performance Risk System (SPRS) states that the Offeror shall have a minimum Basic Confidence Level score of 110 in the SPRS¦at time of proposal submission. L2.10.2 states that Offerors are required to meet the specified CMMC Level 2 (Self). Both L2.10.1 and L2.10.2 are contradicted by L2.10.2.1, which states that Awardees will be required to obtain CMMC Level 2 (Self) status no more than 6 months from contract award. Can you please confirm that Offerors are NOT required to meet the specified CMMC Level 2 (Self) and NOT required to have a minimum score of 110 in the SPRS at time of proposal submission?

IAW Section L2.10.1, Offerors ARE required to meet a minimum SPRS score of 110 at time of proposal submission.

IAW Section L2.10.2.1, Offerors ARE required to meet a CMMC Level 1 (self) at time of proposal submission. Awardees who do not have CMMC Level 2 (Self) at time of award, must reach Level 2 (Self) within 6 months of award or have their contract cancelled.

26 HTRO Scoresheet - Attachment 2, Instructions Tab Locations - Category 2. The HTRO scoresheet instructions state: The Offeror shall count each site as indicated for CONUS, OCONUS, and Germany and Korea.� Additionally, the scoresheet tab in Category 2 notes that OCONUS sites (max of 5, no more than 2 per country or US Territory).� Does a CONUS-based Mobile Training Team directed by a task order, executing training for multiple weeks at an OCONUS location count for points in Category 2? No. Consistent with previous Government clarifications regarding Category 2 (Geographic Sites), temporary or intermittent deployments—including Mobile Training Teams (MTTs), Temporary Duty (TDY) travel, or surge support—do not qualify as geographic 'sites' for scoring purposes.

A qualifying 'site' is defined exclusively as a primary place of performance requiring a sustained, continuous presence by Full-Time Equivalent (FTE) or continuously assigned direct-charge personnel for the duration of the requirement.

While an MTT may execute training for multiple weeks at an OCONUS location, the team's base of operations remains CONUS. Therefore, the Offeror may only claim points for the sustained, primary CONUS location explicitly required and staffed under the Work Sample, not the temporary OCONUS destinations.

27 LCAT Descriptions - Attachment 3, SOF Specialty Trainer Will pre-deployment Counter-Improvised Explosive Device (C-IED) Training & Instruction for SOF formations, specifically MARSOC - be compliant within the list of SOF Specialty Trainers for Category 4 Labor CATs? The C-IED instructors have been screened, evaluated, and certified as C-IED Instructors by the Marine Corps Training and Education Command. Attachment 03 cites Such as SERE, SCUBA, UWO, Combat Diver, MFF, Sniper.� Can C-IED be included in this list?

"Such as" denotes that the list is not intended to be all inclusive. The provided WS SOW/PWS must show a position that meets all the qualifications listed in Atch 03 SOFGSD LCAT Descriptions for that LCAT. Unofficial contract-related documentation must be submitted from a credible source and follow the directions in L3.2.2
28Section L, L3.2.2With the dissolution of an awarding contracting office and the departure of the contracting officer, may a memorandum signed by the government Program Director or Assistant Contracting Officers Representative (ACOR) be used as unofficial contract-related documentation?Yes, provided the signatory is a bona fide US Government employee.
29L4.2.3"Offeror must identify and propose fully burdened labor rates for up to four personnel which will attend the post-award conference in person or virtually on Tab 2 Atch 04 Staffing Proposal Pricing Template."
May the Government please confirm that Offerors are to identify the LCAT title only, not individual names, on tab 2 of the pricing template.Confirmed. Provide only the LCAT title.
30Atch 02 SOF GSD HTRO Self ScoreAtch 02 SOF GSD HTRO Self Score, Category 7 states, "Team Member or subcontractor CPARS reports, if used, may be submitted directly to the Government, or included in the Offerors proposal."

Can the Government clarify this is to be direct email from the subcontractor to SOCOM? See revised Atch 02 SOFGSD HTRO Matrix that removes the ability for submission of SubContractor CPARS directly to the Government. Any CPARS being submitted shall be included with the proposal within Symphony.

See revised Section M4.1.7. Submission of a redacted CPARS showing only final ratings is considered acceptable.

REMINDER: The Government is only concerned with NEGATIVE CPARS.

31 L2.4 and DD254 Regarding Safeguarding, Section L states different language regarding the need for Safeguarding than the PWS and DD254.

"L2.4 DOCUMENTATION/CERTIFICATION PERTINENT TO TS FACILITY CLEARANCE

The Offeror must possess, at the time of proposal submission, a Top-Secret (TS) Facility Clearance as accredited by the Defense Counterintelligence Security Agency (DCSA) in accordance with the contract level Contract Security classification Specification (DD Form 254). Storage of classified information is not anticipated to be required at the contract level, however the need to store classified RFPs/SOWs for task order level requirements is expected. As such Offerors are encouraged to prepare for this eventuality. If an Offeror does not possess a TS facility clearance at the time of proposal submission, their proposal will be excluded from competition."

Whereas the DD254 in Box 13 Security Guidance, "Ref 11d: Contractor must provide adequate storage at their facility for classified hardware to the level of SECRET."

Can the Government clarify if vendors will be allowed to start the Safeguarding process at award, or are we required to have Safeguarding in place at the time of award, as stated in the DD254 and SOW? See update to DD254. Ref 11d: no longer included.

However IDIQ is not a Contract Type available to select in Symphony, under Projects/Past Performance, type of contract drop down. It only allows for a Task Order under an IDIQ.

35L3.1.3Please confirm that a single award BPA, similar to a single award IDIQ, is an acceptable type of Contract to submit as a Work Sample?Yes, subject to the same requirements for submission of an IDIQ as a work sample set forth in L3.1.3
36Symphony SubmissionPlease confirm that it is not required to complete any of the Volume I Business Factors listed in Symphony (including Systems, Industry Certifications, Clearances, and Other Documents) in Symphony for our Team Member subcontractors that are added?For those specific subcontractors providing Work Samples, the Offeror must provide the CAGE code, mailing address, and primary point of contact email address and phone number.

Providing these specific data points fully satisfies the requirement. The Government does not require Offerors to upload supplementary administrative or responsibility documentation (e.g., Representations and Certifications, OCI mitigation plans, Financial Capacity documents, or CMMC data) for subcontractors, unless explicitly mandated elsewhere in Section L. Offerors may disregard default Symphony prompts requesting extraneous subcontractor documentation, and Offerors do not need to list subcontractors who are not providing Work Samples.

37 L.2.9.2 and M.3.1.1 There is a conflict in Sections L and M regarding Teaming Agreements.

Section L.2.9.2 states, "Offeror shall provide a list of all proposed subcontractors and/or team members, to include CAGE codes, mailing address, and primary point of contact email address and phone number for each subcontractor."

Section M.3.1.1 #8 states, "8. Teaming Agreements and Subcontractor Identification"

To address this, Offerors shall adhere to the following procedure for Category 7 (CPARS):

Calculate Aggregate Percentages: The Offeror must first calculate the aggregate percentage for each rating category across all required annual CPARS reports for a given Work Sample. This is done by summing the total number of ratings for a specific category (e.g., 'Satisfactory') across all years and dividing by the total number of evaluation categories across all years.

Enter Percentages in Symphony: The Offeror shall enter these final, calculated aggregate percentages into the single set of CPARS rating fields provided in the Symphony portal.

Upload All Reports: The Offeror must combine all individual, fully completed annual CPARS reports for that Work Sample into a single, consolidated PDF file and upload it as the substantiating documentation. This allows the Government to verify the accuracy of the Offeror's calculated aggregate percentages.

Example: If a 3-year Work Sample has 15 total rating categories (5 per year), and the Offeror received 10 'Satisfactory' ratings over those 3 years, the aggregate percentage for 'Satisfactory' is 66.7% (10 ÷ 15). The Offeror would enter '67' into the 'Satisfactory' field in Symphony and upload the 3 CPARS reports as proof.

In accordance with DFARS clause 215.305(C), When evaluating the past performance of an offeror that is a small business concern in response to a competitive solicitation, contracting officers shall consider relevant past performance information provided for affiliates of the offeror.� 13¯CFR¯121.103(b) clarifies size status exceptions given specific ownership or employment structures. Additionally, recognizing such corporate structures exist across the industry, procurement rules and numerous GAO decisions have made clear that procuring agencies shall evaluate and credit an offeror with the past performance and relevant corporate experience projects of affiliate companies where the offerors proposal demonstrates that the resources of the affiliate (e.g., workforce, management, facilities, systems, certifications, or other resources) will be meaningfully contributed to contract performance. See Decision File B-418486; B-418486.2; B-418486.3 (Inquiries, Inc., May 27, 2020), where the GAO states, An agency properly may attribute the experience or past performance of a parent or affiliated company to an offeror where the firms proposal demonstrates that the resources of the parent or affiliate will affect the performance of the offeror¦The relevant consideration is whether the resources of the parent or affiliated company--its workforce, management, facilities or other resources--will be provided or relied upon for contract performance such that the parent or affiliate will have meaningful involvement in contract performance.�

Would the Government please confirm that, consistent with DFARS 215.305(c) and the exceptions outlined in 13 CFR 121.103(b), a Prime Offeror Small Business may cite an affiliates work sample as a Tier 1 work sample, provided the proposal demonstrates that the affiliates resources will meaningfully contribute to contract performance?

No. As stated in Sec L3.1.7 "Tier 1: Proposed SOFGSD Prime Offeror Small Business or the JV protégé performing as the prime contractor on the Work Sample." Based on this definition, an affiliate's WS does NOT meet the requirement of a Tier 1 WS, and would not be accepted.

IAW 13 C.F.R. § 125.8(e), “a procuring activity must consider work done and qualifications held individually by each partner to the joint venture”. Further, in (1) it states, “A procuring activity has discretion whether to require a protégé or lead small business member of a joint venture to demonstrate some level of past performance and/or experience”. And then in (2) states, “successful performance by the protégé or lead small business firm on the contracts it identifies shall be rated equivalently to successful performance by the mentor or non-similarly situated partner to the joint venture or any other individual offeror on the higher valued contracts they identify.”

Based on these statements in the CFR, the Government: 1) MUST evaluate work done by BOTH the mentor AND the protégé, 2) may require a protégé to demonstrate some level of experience, and (3) evaluate performance of the protégé differently than that of other offerors.

The Government is accomplishing all these requirements by 1) requiring WS submissions from the protégé for specific categories, and 2) allowing the protégé to meet a lower requirement to receive full points.

64 Atch 06 SOFGSD DRAFT DD FORM 254 Block 1B of the draft DD254 indicates a requirement for Top Secret safeguarding at the contractors facility.
