About this opportunity
The Department of the Air Force Global Strike Command is soliciting proposals to provide fiber optic cable installation services for the Snyder Electronic Warfare Center. The contractor will be required to install 24 strands of single-mode fiber optic cabling with 50MB bandwidth and 5 phone numbers at each of three Remote Emitter site units located in Abilene, Texas. The contractor must also install any necessary hand holes and ducting to support the fiber optic cabling and perform testing and termination services. Proposals are due by September 10, 2020 and will be evaluated based on technical acceptability, past performance, and price. An ombudsman has been appointed to address any concerns from offerors regarding the acquisition process.
This requirement has been set aside for total small businesses. The NAICS code is 238210 and PSC code C132. The period of performance is one base year plus four optional one-year extensions. Installation must be completed within 60 days of award and the contractor must respond on-site for emergency repairs within two business days during the five-year performance period. The place of performance for the fiber optic cabling installation is the three Remote Emitter site units located 13, 7.4, and 22 miles from the main site in Abilene, Texas.

The Contractor shall provide all personnel, equipment, tools, materials, labor, transportation, supervision and other items and services to support installation of 24 strand single-mode fiber optic cabling for the Snyder Electronic Warfare Center with 50MB bandwidth, and 5 phone numbers, at each Remote Emitter site unit. The contractor will be required to install hand holes and ducting as required in order to install the fiber optic cabling. Testing and termination will be required as part of this requirement.
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employeeemployer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses of Center/MAJCOM/DRU/AFRCO/SMC ombudsman/ombudsmen].
