Question 1: Since the Bid is required prior to negotiating rights of way for existing duct and telephone poles – Will the team accept a bid where the Dig becomes a fixed price option with the leasing solution being the firm fixed price first choice solution?

Answer: The digging of the trenches, emplacement of the duct work, the emplacement of the fiber optic cabling, termination at both ends, have to be included as one bid for the firm fixed price. It has to be all inclusive.

Question 2: Usually Rights of way in existing infrastructure requires a term longer than 5 years.

Is the government willing to commit to longer term Rental agreements?

Answer: The government is willing to negotiate for longer terms, after the initial 1+4 contract is completed, as a separate contract for the extended maintenance and support contract.

Question 3: Will the contractor provide the design and installation of the Data and phone line solutions as well?

Answer: Yes. The contractor will provide the design and installation of the Data and phone line solutions as well.

Question 4: Our Networks has pre-engineered trenching designs for multiple conduits. Will the Air Force require more than one conduit in the trench for future expansion?

Answers: No. One conduit is all that is needed at this time.

Question 5: Is micro Trenching with flex pipe an acceptable technique for underground portions of the routes?

Answer: Yes. Micro trenching with flexible ducting is acceptable, as long as it meets the wired telecommunication communication industry standard.

Question 6: We Normally provides handholds (14 X 19 X 12" plastic cast or Stacker Box) on runs not requiring Regeneration (ODN) Optical Distribution Networks. Does the Air Force require Manholes (6ft Depth access)

Answer: Yes. The Air force requires manholes for 6 feet depth access.

Question 7: If electronics solution is the responsibility of the contractors, will integration into any existing Air force systems be required?

Answer: No

Question 8: If there is no requirement to provide the Electronics solution for the communications; will termination of the fiber be on a Government owned (Existing) ODF, or will the contractor provide the point of demarcation?

Answer: Termination at building 3705, will be into an existing intra-net, non-air force network, via media converter.

Question 9: The contractor has a solution for real time monitoring of fiber quality. If proposed, how will integration into the government NOC be handled?

Answer: The contractor shall notify the government of any discrepancies in the fiber optic cabling in accordance with the PWS, paragraphs 1.8-1.8.7

Question 10: Regarding the monitoring of services to the three locations, should the contractor prepare a stand-alone Management system presenting a separate GUI for the government’s monitoring supervisors?

Answer: Yes

Question 11: Who will be monitoring quality statistics and other performance measures on an ongoing basis?

Answer: The assigned COR will be monitoring quality statistics and other performance measures on an ongoing basis, and informing the CO of any discrepancies.
