About this opportunity
The U.S. Army Corps of Engineers, New England District, is soliciting snow plowing services at Edward MacDowell Lake in Peterborough, New Hampshire, with proposals due October 16, 2026 at 2:00 PM Eastern. The procurement is a 100% Women-Owned Small Business set-aside under NAICS 561730 with a $9.5 million size standard.
Place of performance is Peterborough, New Hampshire across three service areas totaling approximately 56,300 square feet: the Administrative Area (13,400 sq ft), Parking Areas (18,900 sq ft), and Wilder Street Extension (24,000 sq ft). The contractor must provide all equipment, materials, labor, and transportation to perform snow plowing services within eight hours of storm completion, with priority access by 7:00 AM Monday through Friday. Snow removal is triggered only by storms exceeding 2 inches and is priced on a per-service basis: one service for 2–6 inches, two for 7–12 inches, three for 13–24 inches, and four for 25 inches or greater, with a maximum of 20 services per contract year. Sanding, salting, ice treatment, and spring cleanup are excluded from scope; the Government assumes responsibility for ice mitigation. Snow is plowed to designated storage areas without loading or hauling requirements.
Equipment must include a 3/4-ton four-wheel drive truck with an 8-foot plow featuring four-way angling capability. The performance period runs from contract award through October 31, 2027 (base year), with one optional year through April 30, 2028. Contractor personnel must hold First Aid and CPR certifications and complete security and suspicious activity reporting training within 30 days of award. Required pre-work submittals include an Accident Prevention Plan, Activity Hazard Analysis, Site Safety and Health Officer Designation, and Quality Control Plan. All vendors must have active SAM.gov registration at submission; failure to register results in rejection as nonresponsive. Evaluation considers technical capability, price, and past performance. Amendment 0006 (October 15) clarifies that snow removal does not apply to freezing rain or rain followed by freezing temperatures.
